Wearable Respiratory Protection Assessment System
1. ADVANCE CONTRACT AWARD NOTICE (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. DEFINITION OF THE REQUIREMENT
Current CBRN (Chemical Biological Radioactive Nuclear) respiratory protection fit testing is conducted in the Quantitative Fit Testing (QNFT) tent in a static location. The current protocol assesses respirator fit using standard body movements in a confined space. The static QNFT may overestimate and not reflect the actual protection factor for soldiers; for example, when firing weapons and conducting other tasks on the battle field. The CAF (Canadian Armed forces) would like to rectify this capability deficiency with the procurement of an instrument which can determine the respiratory protection of the soldiers when performing their duties in a field environment.
A respiratory measurement device that uses a robust, miniature, wearable, dual-channel water-based condensation particle counter (CPC) will enable real-time continuous monitoring of respirator protection in a field environment. The benefit of two dual CPC counters will improve the limit of detection of the instrument and reduce the time even more for an expedient test. The water-based CPC technology eliminates the requirement for alcohol which is currently used in operating other CPC instruments. With support from the manufacturer, protocols will be developed for field expedient testing and incorporated into the instrument, allowing for an easy to use "button" interface and LED screen.
3. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS)
Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:
Item Number Description
Dual channel Condensation particle counter - The instrument enables real-time continuous counting of aerosols simultaneously from two ports.
Water-based CPC technology - The CPC technology must use water instead of alcohol.
Size - The instrument must be small enough to be worn on the waist of the soldier affixed to their belt. The size must be no more than 25 cm in height by 25 cm in length by 15 cm in width
Carry case - The instrument must have a carry case for physical protection when used out in the field
User features - The instrument must have an LED screen for viewing the concentration from each channel, and easy to use button interface
Data - The instrument must have the ability to store the concentration data internally and be download as a csv file to a computer.
Wireless connectivity - The instrument must be able to transmit the data wirelessly
Sampling volume - The instrument must sample not greater than 0.3 L per minute
Detection - The instrument must be able to measure as low as 0.6 particles per cm3 and as high as 1 x 105 particles per cm3
Particle size range - The instrument must be able to count particles in the size range from 0.04 to 1 µm.
Battery operation - The instrument must be able to be battery operated for a minimum of 2 hours
Temperature operating conditions - The instrument must be able to operate from 5°C to 35°C
Field expedient testing - Ability to develop field expedient test protocols incorporated into the instrument
