Requirement: For the provision of one (1) Liquid Handling Robotic System on behalf of the Department of Fisheries and Oceans located in Moncton, NB . PSPC intends to enter into a contract with Eppendorf Canada Ltd, Mississauga, Ontario.

Mandatory Requirements
Item 1. Liquid Handling Robot Specifications
1. The system must be fully enclosed and measure a maximum of 65cm (26?) L x 61cm (24?) W x 67cm (27?) H when closed.
2. The instrument must be fully enclosed on all sides to prevent contamination.
3. The system must have a safety door: Operation is paused if the door is opened avoiding injury and preventing external interference with the method.
4. The system must include a worktable with a minimum of 6 positions.
5. 1 of these 6 deck positions must be able to incorporate a Peltier based thermal element for heating or cooling of samples and reagents. This unit must be completely integrated in the worktable and must be programmed directly from the operating software. This thermal element must have the following capability:
a. Temperature : 0°C to 110°C
b. Setting range time : 1-120 min.
c. Heating: from 25 °C to 95 °C in 8 minutes (8.75°C/min)
d. Cooling : from 25 °C to 4 °C in 5 minutes (4.2°C/min)
6. The system must provide contact free detection of liquid levels, of dispensing tools and of system accessories, labwares, as well as tip size and quantity. This contact free detection must be done by measuring the light reflection of surfaces. The system must not require electrically conductive tips.
7. The system must operate with liquid handling tools (pipettes) that offer a pipetting range of 0.2ul to 1000ul. The system must have options to pipet this range with either a single-channel tool or an 8-channel tool. At any given time, up to 2 dispensing tools must be available for use during a program (without user intervention), or up to 8 (with user intervention).
8. The system MUST be able to provide contact free dispensing of samples from the pipette tip into labware, reducing the possibility of cross-contamination AS WELL AS be able to allow exact positioning of the pipet tip relative to liquid meniscus or labware bottom during aspiration and dispensing.
9. Instrument set up and on-site training must be included.
10. The system must be an ?open platform? system and be compatible with any commercially available labware (plates, tubes, etc?). To this end, the software must possess a database of predefined labware and consumables for all components used on the system. Predefined labware includes : Tubes, equipment racks, thermoblocks, thermoadapters, thermoracks, 96 and 384 well microplates and Deep Well plates, reservoirs, height adapters and tubs among other consumables and labware. This database allows the user to avoid adjusting offsets and measuring positioning on the deck, and thus streamline application programming.
11. The control and operating software must include the following functions:
o Must include a set of pre-installed PCR wizards/assistants that will guide the user through the programming of the automation process by answering a few simple questions. These wizards/assistants must include composing mastermixes, normalization of samples, creation of a dilution series, set-up PCR and QPCR reactions.
o Have a network interface that allows the remote control of the system via direct Ethernet connection.
o Be able to run a 3D simulation of the programmed method directly on the control PC.
o Allow CSV or XLM file exchange via USB key or LAN
o Must allow user management (i.e. from guest user to administrator)
o Must give users the ability to rinse tips before ejecting the tips into the waste.
o Must be able to re-load/re-use tips during a program.
o Must allow dipping of the tip into the target vessel in order to remove any hanging drops after dispensing.
o Must have copy/ paste commands: Copy commands and labware from one
application to the other.
o Must allow tip piercing of adhesive foil on 96 and 384 well plates

Item 2. - The system must include the following accessories:
o A single-channel dispensing tool with volume capacity of 0.2-10 uL
o A single-channel dispensing tool with volume capacity of 1-50 uL
o A single-channel dispensing tool with volume capacity of 20-300 uL
o A 8-channel dispensing tool with volume capacity of 0.2-10 uL
o A 8-channel dispensing tool with volume capacity of 1-50 uL
o A thermorack for 96-well PCR plates
o A thermorack for 384-well PCR plates
o A thermorack for 24x1.5/2 mL plate

Item 3. Installation
Item 4. Training
Item 5. Shipping and Handling

The reason for single tendering is: Only one firm is capable of performing the contract.

The vendor is the only supplier that offers 8 channel pipet heads (and a single-channel) that can handle smaller volumes that fit in the laboratory space. The 8 channel heads are essential to fill 384-wells format. It is necessary to handle smaller volumes of liquid and the capability of pipetting less than 1ul down to 0.2ul) is a necessary feature of this medium throughput robot.

Section 6 (d) of the Government Contract Regulations is being invoked in this procurement as only one person or firm is capable of performing the contract.

Articles 506.12 (a) of CFTA are applicable on the basis of limited tendering due to where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists, respectively.

Articles 1016.2 (b) of NAFTA are applicable on the basis of limited tendering due to where, for works of art, or for reasons connected with the protection of patents, copyrights or other exclusive rights, or proprietary information or where there is an absence of competition for technical reasons, the goods or services can be supplied only by a particular supplier and no reasonable alternative or substitute exists.

This PWGSC office provides procurement services to the public in both official languages.
