NOTICE OF PROPOSED PROCUREMENT
The Department of National defence requires the services of
Junior Technicians, Intermediate Project Administrators and
Integrated Logistic Support Specialists on an "as and when
requested" basis. The services required are being solicited
under Stream 1 - General Adminsitration Services, Stream 2 -
General Engineering and Related Services and Stream 5 -
Technical Support Services of the Technical, Engineering and
Maintenance Services Supply Arrangement (TEMS SA) . The period
of the Contract is from date of Contract for a period of one (1)
year with four (4) additional one (1) year option periods.
Four (4) contracts will be issued as a result of this bid
solicitation; one contract per work location (Valcartier,
Edmonton, Petawawa, and Gagetown).
This Bid Solicitation is issued against the Technical
Engineering and Maintenance Services Supply Arrangement (TEMS
SA), PWGSC File No. E60ZH-070002. All terms and conditions of
the TEMS SA apply and will be incorporated into any resulting
contract.
The requirement described herein is open only to PWGSC Technical
Engineering and Maintenance Services (TEMS) Suppliers who are
compliant in the following TEMS SA Streams:
Stream 1 - General Administration Services of the TEMS SA; and
Stream 2 - General Engineering and Realted Services of the TEMS
SA; and
Stream 5 - Technical Support Services of the TEMS SA

A bid must comply with the requirements of the bid solicitation
and meet all mandatory evaluation criteria to be declared
responsive.
The responsive bid with the lowest evaluated price per work
location (Valcartier, Edmonton, Petawawa and Gagetown) will be
recommended for award of a contract.
Each work location (Valcartier, Edmonton, Petawawa and Gagetown)
will be evaluated separately.
The Contractor must, at all times during the performance of the
Contract, hold a valid Facility Security Clearance at the level
of SECRET, issued by the Canadian Industrial Security
Directorate (CISD), Public Works and Government Services Canada
(PWGSC).
The Contractor personnel requiring access to
PROTECTED/CLASSIFIED information, assets or sensitive work
site(s) must EACH hold a valid personnel security screening at
the requisite level of RELIABILITY or SECRET, granted or
approved by CISD/PWGSC.
The Contractor MUST NOT remove any PROTECTED/CLASSIFIED
information from the identified work site(s), and the Contractor
must ensure that its personnel are made aware of and comply with
this restriction.
Subcontracts which contain security requirements are NOT to be
awarded without the prior written permission of CISD/PWGSC.
