The Canada Revenue Agency (CRA) is seeking one or more Contractors to provide standardized internet tests on an “as and when requested” basis. Standardized internet tests will be used as screening tools to improve the quality of hiring and to streamline large-volume staffing processes, as well as leadership development assessment tools to identify the strengths and development needs of those aspiring to leadership positions within the CRA.
Standardized internet tests required to fulfill this RFP are categorized in the following five (5) streams:
Stream 1 - Internet Tests for Staffing of Entry Level Positions
Stream 2 - Internet Tests for Management Development
Stream 3 - Internet Tests for Management Readiness
Stream 4 - Internet Tests for Staffing of Management Position
Stream 5 - Computer Aptitude Test (CAT)
Bidders may submit a proposal for any of the five (5) stream. Bidders can bid on more than one stream.
The anticipated period of Contract(s) will be for two years, with three (3) irrevocable options to extend the Contract period. Each option is for a twelve (12) month period
EVALUATION PROCEDURES
The evaluation of proposals will be performed in five (5) stages as follows:
Stage 1 – Mandatory Requirements
Stage 2 – Point Rated Requirements
Stage 3 – Financial Proposals
Stage 4 – Determination of the Bidder’s Overall Score
Stage 5 – Other Pre-Award Conditions
MANDATORY CRITERIA
The Bidder must meet all mandatory criteria applicable to this solicitation. Bids not meeting all mandatory criteria will be given no further consideration.
POINT RATED CRITERIA
Only the bids meeting the mandatory criteria will be evaluated and scored in accordance with the point rated evaluation criteria.
CONTRACTOR SELECTION METHODOLOGY
The compliant bids with the highest combined rating of technical merit (60%) and price score (40%) will be recommended for award of a contract subject to pre-award conditions being met.
