The objective of this solicitation is to procure eight (8) sets
of Tower and Trailer Assembly Systems to replace the current
in-service Persistent Surveillance Tower (PST) assembly systems,
to be used by the Canadian Forces (CF).

The intent is to replace the current towers and trailers with
replacements to correct the deficiencies of the in-service PST
system. The existing sensor payload with its power/control
components, as well as the generator, will not be replaced.
These items will be turned over by DND to successful Bidder for
their integration with the replacement towers and trailers. The
new configuration will become the Modified PST (MPST) system.

The existing PST system equipment other than the current tower
and trailer will be provided for the integration to successful
Bidder as the Government supply Materials (GSM); including the
Engineering drawings and Associated Lists available, paragraph
3.3.3 of the Statement of Work, Annex A, refers.

This requirement also includes Integrated Logistics Support-ILS
(Data Item Descriptions), procurement of spares, special tooling
& test equipment and an option to procure up to an additional
four (4) sets of towers and trailers assemblies.

This solicitation is issued on behalf of the Department of
National Defence.

Annex A, Appendix 4 - delivery schedule - As indicated at
Appendix 4, deliverables are to be completed on or before one
hundred and eight (180) calendar days from award of Contract
(AOC). Data Item Description deliverables are to be completed as
specified in Annex A, Appendix 3 .

Options may be exercised by Canada, up to twelve months after
award of Contract - AOC.

Pursuant to section 01 of Standard Instructions 2003 , Bidders
must submit a complete list of names of all individuals who are
currently directors of the Bidder. Furthermore, as determined by
the Special Investigations Directorate, Departmental Oversight
Branch, each individual named on the list may be requested to
complete a Consent to a Criminal Record Verification form. For
further information, please refer to Part 5, Certifications.

The Crown retains the right to negotiate with suppliers on any
procurement.
