Trace Functions - The number of traces must be greater than 2. It must be possible to display multiple traces on the screen at the same time. The trace functions shall include a ?clear? or ?free-run? option, a maximum hold option and a trace average function.

Display Scales - The display must be capable of logarithmic and linear modes. The scale units for logarithmic display capabilities must include dBm and dBuV.

RBW Step Sizes - The RBW steps must include, but not be limited to, steps in increments of 1, 3 and 5 (e.g. 100 kHz, 300 kHz and 500 kHz).

Zero Span - The instrument must be capable of entering a ?zero span? mode.

Trigger - There must be a function for triggering displayed signals. This function must include a ?clear? or ?free-run? function, a ?video? or ?line? trigger, a radio frequency ?RF? or signal trigger and an external trigger via an external input.

Measurement Features - Measurement features must be available which include the ability to display limit lines, measure the 99% occupied bandwidth, measure the x dB bandwidth, measure the channel power, measure the Complementary Cumulative Distribution Function (CCDF) and time gate.

Standard Commands for Programmable Instrumentation (SCPI) Compatibility - The Instrument must have the ability to be remotely controllable via an external computer using SCPI commands and must have SCPI remote software control commands that can be used to create limit lines on the display of the Instrument.

Environmental Requirements - The manufacturer’s operating temperature range must be in the range of 10 degrees Celsius or lower to 35 degrees Celsius or higher.

  • The maximum operating humidity must be equal to or higher than 70%.

Connection Requirements - The RF test port connector must be a 2.92 mm male connector.

APPLICABLE TRADE AGREEMENTS AND OBLIGATIONS

This requirement is subject to the Canadian Free Trade Agreement (CFTA),the North American Free Trade Agreement (NAFTA), the Billateral Free Trade Agreements and the World Trade Organization Agreement on Government Procurement (WTO-AGP).

GOVERNMENT CONTRACT REGULATIONS (GCR) EXCEPTION AND LIMITED TENDERING REASON

In accordance with the GCR exception, this requirement is being directed to the Rohde & Schwarz Canada Inc. (OEM) as the required items are guaranteed interchangeable with the current EMC32 software being used on-site at Industry Canada.

Limited tendering procedures are being invoked for reasons of Interchangeability with existing systems. Substitutions of this equipment would be un-safe in the short-term and in the long-term, would require many expensive changes.
