1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
Health Canada (HC) requires the supply, delivery and installation of a Gas Chromatography - Triple Quadrupole Mass Spectrometer (GCMSMS) system to the Pest Management Regulatory Agency (PMRA) Laboratory Services Section (LSS) to enhance its existing capabilities for the analysis of pesticides in plant vegetation and biological matrices such as urine. In order to meet project specifications, highly sensitive and efficient GCMSMS is required.
This system must allow users to accurately quantify and unambiguously identify over 350 different pesticides and other chemical contaminants with fast (800 transitions/s) data acquistions and must support, deliver and enable the transfer of methods from the current 7890B-GC/5975B-MSD to the GCMSMS. A system from Agilent Technologies that includes a 7693 series Automatic Liquid Sampler with 7890 B Gas Chromatograph and a 7010 B Quadrupole Mass Spectrometer is identified to meet all mandatory requirements.
3. Criteria for assessment of the Statement of Capabilities
Minimum Essential Requirements: Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:
Minimum Mandatory Capabilities/Technical/Performance Criteria/Specifications:
1.1. GCMSMS - triple quadrupole system capabilities
1.1.1 The whole required system must include a gas chromatograph and a triple quadrupole mass spectrometer system. The GCMSMS system must allow users to perform MRM (multiple reaction monitoring) for quantification and identification in a single injection for the determination of pesticides and other chemical contaminants in complex samples such as plant leaves and soil. All of these must be achieved in electron ionzationation mode with fast (800 transitions/sec) data acquisition speed. The GCMSMS must support, deliver and enable MRM analysis with fast (0.5ms) dwell times to perform functions of differentiating isomers and separating analytes of interest from interferences in complex vegetation sample matrices.
1.1.2. The GCMSMS must have complete compatibility to import and run the existing validated 7890-GC/5975-MSD methods and compound libraries of a large number of pesticides, i.e. ~ 350, already in use in the Quality System at the PMRA Laboratory. As a part of the mandatory requirements, all current GC/MSD methods of up to 350 pesticides and libraries are required to transfer from the 7890B-GC/5975B-MSD to GCMSMS in less than 5 minutes while achieving the sensitivity and dynamic range specified below.
1.1.3. The GCMSMS must deliver an increase in sensitivity of at least one hundred (100) times in signal-to-noise ratio (S/N) on GC/MSD methods already optimized on the 7890-GC/5975-MSD Systems for 90% of the 350 pesticides. The software that comes with GCMSMS must provide the functionality to directly access and analyse historic archived 7890-GC/5975-MSD raw data files in the Quality System at the PMRA Laboratory.
1.2 Mass Spectrometer (MS) must meet all of the following mandatory technical requirements:
1.2.1 MS type must be Triple Quadrupole;
1.2.2 Mode of operation must be Electron Ionization (EI);
1.2.3 Must have dual filaments for EI;
1.2.4 Ion source temperature ranges must be from 150 to 350 degree C;
1.2.5 Electron energy ranges must be from 10 to 300eV;
1.2.6 Must have two mass filters of monolithic hyperbolic gold-coated quadrupole;
1.2.7 Mass Range must be m/z 10 to 1050;
1.2.8 Mass axis stability must be 222, 100 msec dwell time; and
1.2.22 For EI MRM must meet S/N 1uL of 2fg/uL of OFN produces 600:1 RMS S/N for the transition m/z 272--> 222.
1.3. The Automatic Liquid Autosampler and Gas Chromatograph must meet all of the following mandatory technical requirements:
1.3.1 The Gas Chromatograph must have electronic pneumatice controls that can control pressure to 0.001 psi and can correct for temperature with a specified termperature coefficient of 0.001 psi/ degree C;
1.3.2 The Gas Chromatograph must have blackflush technology;
1.3.3 The Gas Chromatograph must have a multimode inlet;
1.3.4 The autosampler must allow for 150 vial capacity and 16 sample turret; and
1.3.5 The autosampler must allow for automated dilution, internal standard addition, heating, mixing and solvent addition
1.4. Software
1.4.1 Software for data handling (quantitative and qualitative) and reporting of pesticides and envrionmental pollutants must be provided.
1.4.2 The MRM database must have at least 8000 optimized transitions.
1.4.3 The software licence must allow remote off-line manipulation of data on another workstation connected via the network.
1.5 Warranty
1.5.1 A minimum five (5) year full system (mass spectrometer, gas chromatograph, data system, etc.) warranty must be provided.
1.6 Options
1.6.1 The contract will include the irrevocable option to purchase an additional three (3) identical 7890B GC -7010 MS/MS instrument systems (price adjusted to inflation and Canadian dollar value) within the next four (4) years (until April 2022) depending on operational needs and budgetary allocation.
