Notice of Proposed Procurement:
The Government of Canada has a requirement for Passenger Cars
and Light Trucks:

This requirement is subject to a two stage competitive
procurement process. The first stage is a qualification process
to create a qualified supplier list.This Notice of Proposed
Procurement (NPP) is published for 40 days on the Government
Electronic Tendering System (GETS) and closing on July 17th
2012. Offerors must demonstrate that they have a dealer network
for delivery and after-sales service across Canada, and supply
vehicles that meet the provisions of the Canadian Motor Vehicle
Safety Standards(CMVSS). It is mandatory for interested offerors
to present and warrant that:

1. They possess all necessary competencies, capacity,
qualifications, knowledge and skills to perform the Work. "Work"
is described as the delivery of passenger cars and light trucks
to the federal government in accordance with specifications
listed in the Government Motor Vehicle Ordering Guide (GMVOG)
which will be provided upon request, the quantity, time frame
and point of delivery requirements, as well as all
administrative work associated with the fulfillment of these
requirements. The GMVOG can be requested by contacting the
Logistics, Electrical, Fuel and Transportation at address
indicated below.

2. Through current and formal written dealership agreements,
they have unrestricted access to the brand's full Canadian
authorized dealerships network, for the delivery of vehicles
throughout Canada. Access to the said dealership network must
enable the offeror to meet the requirements of Pre-Delivery
Inspection (PDI), other necessary pre-delivery preparation of
the vehicles and actual delivery to the end-users throughout
Canada.

3. They can supply vehicles which meet the provisions of the
CMVSS and the Regulations made thereunder, which are in effect
on the date of manufacture of each vehicle.

4. Must be certified ISO 14001.

5. They take full responsibility for all the Work performed
(including that of delivering to the dealers).

6. There is uniformity in pricing, invoicing and service for all
work performed under this requirement.

In order to be compliant with paragraph 1, 2, 3 , 4, 5 and 6
offerors must submit at the time of the closing of this NPP the
following documents:

1 - Offerors certify that they have the competencies, capacity,
qualifications, knowledge and skills included in 1.

2 - Offerors must:

  • Provide a written confirmation that they possess a network of

authorized dealerships that enables them to meet the
requirements of Pre-Delivery Inspection (PDI), other necessary
pre-delivery preparation of the vehicles and actual delivery to
the end-users throughout Canada;or.

  • Provide a written confirmation that they have a formal written

agreements they have with every Canadian authorized dealerships
of the brand they represent, confirming that they can meet the
requirements of Pre-Delivery Inspection (PDI), other necessary
pre-delivery preparation of the vehicles and actual delivery to
the end-users throughout Canada;

3 - Provide a written confirmation that only vehicles offered
meet CMVSS .

4 - Provide proof of International Organization for
Standardization (ISO) 14001 accreditation in order to be
considered responsive.

As a result of this NPP, a qualified supplier list will be
created. Only those suppliers will be allowed to bid on the
Request for Standing Offer. All qualified suppliers meeting the
mandatory criterias of the RFSO will be eligible to become a
Standing offer holder..

Once suppliers are qualified they must provide technical data on
the vehicles and options offered in order to update the
Government Motor Vehicle Ordering Guide (GMVOG) before the June
22nd 2012. The information must be submitted to Logistics,
Electrical, Fuel and Transportation Directorate (LEFTD),
Vehicles Division, 7A2, Place du Portage, Phase III, Gatineau,
Quebec, K1A 0S5, Attention: Stéphane Sigouin, telephone number:
(819) 956-6909.

In the second stage, a Request for Standing Offer for the supply
of the 2013 model year vehicles will only be sent to the
qualified suppliers who complied to the NPP. All suppliers
complying with mandatory criteria will be eligible to submit an
offer for the supply of various 2013 model year passenger cars,
station wagons, executive vehicles, sport utility vehicles and
light duty trucks listed in the 2013 GMVOG.

The procurement of vehicles available in the 2013 GMVOG will be
done through a competitive process using the following method
of supply:

Departmental Individual Standing Offer / National Individual
Standing Offer issued only to qualified offerors for a period
of one year with one price adjustment. Call-ups are placed by
PWGSC and RCMP on an as and when requested basis.

Canada reserves the right in exceptional circumstances to
purchase options that do not appear on the annex B, the price
for these specific options will be added to the price of the
vehicle provided by the prime supplier.

Quantity: Approx. 4000 vehicles

Delivery: Various locations across Canada including locations
subject to Comprehensive Land Claims Agreements.

The Crown retains the right to negotiate with suppliers on any
procurement.
