This RFP is only for pre-qualified Suppliers for Stream 8: Recipient/Contribution Agreement Audit:
Audits against Professional Audit Support Services (PASS) Supply Arrangement (E60ZG-060004).
DESCRIPTION OF REQUIREMENT:
As an oversight to the contribution funding agreements*, Citizenship and Immigration Canada (CIC) has a requirement for professional audit services to provide assurance of the recipient’s (agreement holder’s) compliance with the terms and conditions of their contribution funding agreement with CIC. The audits must address financial aspects of the contribution agreement. The details of the scope and time periods are to be specified by the Department of Citizenship and Immigration.
*A contribution agreement is a legally binding agreement between CIC and the signatory to the agreement, termed recipients, that reflect mutually accepted terms and conditions and outline the activities, timeline and funding that CIC will contribute to.
Work Stream 8: Recipient/Contribution Agreement Audit
DURATION OF CONTRACT:
One contract will be awarded for a period of date of Contract award to March 31, 2015 plus three one-year option periods.
EVALUATION PROCESS AND SELECTION METHODOLOGY:
The basis of selection is: Highest Combined Rating of Technical Merit (60%) and Price (40%).
To be declared responsive, a bid must:
a) Comply with all the requirements of the bid solicitation;
b) Meet all the mandatory evaluation criteria.
Bids not meeting (a) or (b) will be declared non-responsive
SECURITY REQUIREMENTS:
