Nature of Requirements:
1. ADVANCE CONTRACT AWARD NOTICE (ACAN)
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.
2. DEFINITION OF THE REQUIREMENT
Defence R&D Canada Valcartier (DRDC-Valcartier) want to purchase
a) one (1) WiDy SWIR 640U camera, b) one (1) WiDy IntenS 1280V
camera, and c) two (2) MC1005-HVC cameras with the company New
Imaging Technologies, France. These cameras have a dynamic range
of 140 dB. The WiDy SWIR 640U camera is a short wave infrared
camera sensitive between 0.9 micron and 1.65 microns. The WiDy
IntenS 1280V camera has a XR5 intensifier in front of the
silicon sensor. Finally, the MC1005-HVC camera has a color CMOS
imaging sensor. To our knowledge, there are no competitors
offering equivalent products with such dynamic range.
These new technologies will be tested under the project Aircrew
Laser Protection - EO/IR warfare - Air power.
3. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES

Any interested supplier must demonstrate by way of a statement
of capabilities that its system meets the following requirements:
a) Requirements for the short wave infrared (SWIR) camera:
1) Sensor quantum efficiency superior to 60% for wavelength
between 1 micron and 1.6 microns inclusively;
2) Frame grabbing rate superior to 50 images per second;

7) Camera dimensions (without lenses) inferior to 7cm X 7cm X 5
cm;
8) Communication and image transfer by USB cable.
b) Requirements for the intensified silicon camera:
1) Intensifier active surface diameter superior to 15 mm;
2) Number of pixels superior to 1200 by 1000 pixels;

5) Camera weight (without lenses) inferior to 750 grams;
6) Camera dimensions (without lenses) inferior to 15cm X 7cm X 7
cm;
7) Intensifier gain for a light source of 2x10 "exponent-4" lux
: gain superior to 8000;
8) Intensifier signal to noise ratio for a light source of 10
"exponent-4" lux : signal to noise ratio superior to 20;
9) Modulation transfer function must be superior to 90% for a
resolution of 2.5 lines/mm;
10) Modulation transfer function must be superior to 50% for a
resolution of 25 lines/mm;
