Services

SCOPE OF WORK:

Transport Canada (TC) is the Government of Canada department
responsible for the Detroit River International Crossing (DRIC)
project (also known as the New International Trade Crossing), a
proposed new international crossing from Windsor, Ontario,
Canada to Detroit, Michigan, United States (U.S.). Public Works
and Government Services Canada (PWGSC), on behalf of Transport
Canada, intends to retain a firm of Geotechnical & Foundation
Investigations Engineers in the capacity of Prime Consultant
with a multi-disciplinary team of sub-consultants and
specialists to carry out the requirements related to the
geotechnical / foundation engineering investigations, analysis
and documentation for the U.S. and Canadian portions of the
project.

RFP DETAILS:

This Request for Proposal (RFP) is a One-Phase process,
Proponents responding to this RFP are requested to submit only
one proposal. Proposals are to cover the achievements of the
Proponent on projects, achievements of key personnel,
understanding of the project, scope of services, approach and
methodology to the management of services and pricing. The
Proponent whose responsive proposal achieves the highest total
score is the first entity that the TC Evaluation Board will
recommend be approached in order to finalize details of an
agreement for the provision of the required services.

The purpose is to select the highest ranked experienced firm of
consultants, sub-consultants and specialists to provide full
engineering services for the investigations, analysis and
documentation for the new bridge and other works.

ESTIMATED CONTRACT VALUE:

The preliminary cost estimate for the Consultant Contract for
this project is $1,000,000.00 (HST excluded).

OPTIONAL SITE VISIT:

Arrangements have been made for a tour of the work site. The
site visit will be held on August 23,2012 at 10:00 a.m. at the
DRIC Office located at 100 Ouellette Ave. Suite 300, Windsor,
Ontario N9A6T3 Canada.

Proponents are requested to communicate with the Contracting
Authority, Dahlia Jackson at 416-512-5918 or

the scheduled visit to confirm attendance and provide the
name(s) of the person(s) who will attend.

Proponents may be requested to sign an attendance form.

Proponents who do not attend or send a representative will not
be given an alternative appointment. Any clarifications or
changes to the solicitation resulting from the site visit will
be included as an amendment to the solicitation.

incorporated by reference into, and form part of the Tender and
Contract Documents. The Standard documents are issued by Public
Works and Government Services Canada (PWGSC) and may be viewed
on the MERX electronic Bulletin Board as part of the information

Amendments, when issued, will be available from the MERX
provider. In all cases bidders must indicate in the space
provided on the Proposal Form the identification number(s) of
the amendment(s), if any, that they have taken into
consideration for their bid.

Proponents should note that Attachment 1, 2 , 3 & 4 (ATT 1, ATT
2, ATT 3 & ATT 4) contains the RFP Appendices.

CODE OF CONDUCT CERTIFICATIONS - CERTIFICATIONS REQUIRED
PRECEDENT TO CONTRACT AWARD:

Proponents should provide, with their proposals or promptly
thereafter, a complete list of names of all individuals who are
currently directors of the Proponent. If such a list has not
been received by the time the evaluation of proposals is
completed, the Contracting Authority will inform the Proponent
of a time frame within which to provide the information.
Proponents must submit the list of directors before contract
award, failure to provide such a list within the required time
frame will render the proposal non-responsive.

The Contracting Authority may, at any time, request that a
Proponent provide properly completed and Signed Consent Forms
(Consent to a Criminal Record Verification form - PWGSC-TPSGC
229) for any or all individuals named in the aforementioned list
within a specified delay. Failure to provide such Consent Forms
within the delay will result in the proposal being declared
non-responsive.
