1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.

2. Definition of the requirement

Transport Canada has a requirement for the supply and
installation of one (1) Neutron Generator with user training for
up to 3 people for delivery to Ottawa, Ontario.

3. Criteria for assessment of the Statement of Capabilities

Transport Canada wants to develop a hybrid X-ray / Neutron
Enhanced Screening system for detection of explosives and
contraband materials including narcotics and paper currency. It
is intended for use in air cargo and customs and border security
applications. The required equipment is the only commercially
available instrument which is an unsealed system where the
deuterium gas is fed continuously into the generator. The new
system must be certified by the Canadian Nuclear Safety
Commision. The new system must have an neutron energy level at
2.5 mega electron volt (MeV). The new system must have a
neutron emission rate of 100 mega neutrons/second so that cargo
scanning can be done in a reasonably short period of time. The
new system must be on-site serviceable.

pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
