1. Advanced Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.
2. Definition of the Requirement
For the supply and delivery of ten (10) SOLUS Ultra Industrial
hand held diagnostic scan tools, for DND Royal Canadian
Electrical and Mechanical Engineers School (RCEME) CFB Borden,
ON.
The RCEME School presently utilizes various automotive
simulators to deliver training for Vehicle Technicians. These
simulators are used by instructional staff to demonstrate
maintenance procedures and to instruct the construction and
operation of automotive systems and their components. Students
use the automotive simulators to perform maintenance tasks
including testing, diagnosing and troubleshooting of its
mechanical, electrical and electronic systems.
Diagnostics of training simulators is unique as the manufactured
systems resemble those of a vehicle however, many of the
components normally associated with a real life vehicle are
excluded on simulators. This situation restricts the
availability of many diagnostic scan tools to communicate with
the simulator management system.
The RCEME School previously conducted extensive research to
determine the capability of various hand held diagnostic scan
tools. Due to the requirements that scan tools must provide
bidirectional communication with the training simulators, no
other diagnostic scan tools could provide this capability.
Bidirectional control is critical to Vehicle Technician training
as students must be able to extract automotive data parameters
as well as provide commanded input to various components of the
training simulators.
