Nature of Requirements:
Title: Acute Toxicity Analyzer
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
Environment Canada and Climate Change requires an acute toxicity analyzer for assessing the toxicity of environmental water samples. The acute toxicity analyzer uses a bioluminescent marine bacterium as a surrogate to assess the effects of environmental contaminants on aquatic organisms.
Our organic biochemistry laboratory in the Aquatic Contaminants Research Division (ACRD) at the Canada Centre for Inland Waters (Burlington, ON) carries out research projects under various research programs (e.g. Chemical Management Plan (CMP), Oil Sands Monitoring (OSM), Great Lakes Action Plan (GLAP), St. Lawrence Action Plan (SLAP)) assessing the biological responses of organisms to known and unknown compounds and mixtures. This research often involves great sample numbers and therefore requires the rapid throughput and analysis made possible by the acute toxicity analyzer.
The objective for the Burlington laboratory is to acquire a new acute toxicity analyzer to replace a current 20 year old acute toxicity analyzer used in the lab that is unreliable and is no longer supported by the manufacturer.
2.1 The Contractor must provide an acute toxicity analyzer with the following specifications:
a) Must have a self-calibrating photometer with automatic color correction;
b) Must have actively cooled sample wells: 15ºC ± 0.5ºC;
c) Must have actively cooled reagent well: 5.5ºC ± 1ºC;
d) Must have actively cooled read well: 15ºC ± 0.5ºC;
e) Must have a built in computer controller and software to control all of the components of the photometer;
f) Must have the following software protocols: ASTM (D5660), Basic toxicity test, Comparison test, Confirmation test, ISO (International Standard Organization 11348-3), DIN (Deutsches Institut fur Normung 38412 Teil Test), Screening toxicity test, Solid Phase/Basic Solid Phase and WET (Whole Effluent Toxicity);
g) Must have a reagent operational temperature of between 10ºC - 28ºC;
h) Must have a PowerAuto-ranging universal AC input of 100 - 240V AC, 50/60 Hz, 200 Watts.
i) Must be a stand-alone bench-top laboratory instrument occupying no more than 50 cm × 50 cm × 50 cm on the bench.
2.2 The acute toxicity analyzer must be delivered on or before 12 March 2021.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrated by way of a statement of capabilities that its equipment meets the following requirements:
3.1 The supplier must be capable of providing equipment that meets all specifications identified in Article 2. - Definition of the requirement.
