1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
A capillary electrophoresis system with fluorescence-based detection methods is required for research programs based on genetic analysis (both Sanger sequencing and DNA fragment analysis). The system allows for full automation for sample processing including polymer loading and replacement, DNA separation, fragment detection and data analysis to generate base-called or size-called results.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its equipment meets the following requirements:
1. be stand-alone i.e. include the instrument, integrated software for instrument control, data collection, quality control and auto-analysis of data (both for DNA Sanger sequencing and DNA fragment analysis), and a pre-configured computer workstation (running Windows 7 operating system to be consistent with staff office PCs) with monitor,
2. support DNA Sanger sequencing and DNA fragment analysis applications with options of different polymer compositions and capillary lengths in order to maximize run performance,
3. have a minimum of 8 capillaries and be upgradable to 24 capillaries,
4. have automated sample injection compatible with96-well microplates and 8-tube strips (both standard and fast strips),
5. loading platform that can hold one or two 96-well microplates at a time,
6. automated to process two 96-well microplates with at least 8 samples per run without user intervention,
7. be able to detect and analyze six fluorescent dyes simultaneously for DNA fragment analysis,
8. be able to process samples for sequencing and fragment analysis on the same microplate,
9. allow for real-time data assessment and be able to generatequality control reports,
10. have standard power supply requirements and no need for heat removal ducting,
11. provide ongoing technical support by providing Sales Specialists for equipment and consumable supplies, on-site Application Specialists, and Technical Specialists available by phone and/or email,
12. be an established and proven platform (i.e. available on the market for at least three years),
13. produce data formats compatible with third party analysis tools (e.g. MS Word and Excel),
14. include installation and on-site user training as part of purchase price,
15. include on-site maintenance and repair services,
16. include a minimum of 1 year warranty as part of the purchase price.
