The objective of the contract is to review the model for the Motor Vehicle Test Centre (MVTC) in Blainville, Quebec to determine and examine potential options to more efficiently deliver the associated Transport Canada responsibilities. This work includes the development and assessment of models of operation for the MVTC that will allow Transport Canada to continue to fulfill its responsibilities for compliance testing and research to support standards and regulatory development. The contractor will not be required to develop recommendations for which option(s) should be selected, as this activity will be conducted internally in Transport Canada. However the contractor will be required to develop a high-level action plan (key activities and suggested duration) for the implementation of the option that the department eventually selects.
