MOBILE SATELLITE COMMUNICATION ANTENNA
1. Purpose of an Advance Contract Award Notice (ACAN)
An Advance Contract Award Notice (ACAN) allows a department to
post a notice, for no less than fifteen calendar days,
indicating to the supplier community that it intends to award a
contract to a pre-identified contractor. If no other supplier
submits during the fifteen calendar day posting period, a
statement of capabilities that meets the requirements set out in
the ACAN, the competitive requirements of the government's
contracting policy have been met. Following notification to
suppliers not successful in demonstrating that their statement
of capabilities meets the requirements set out in the ACAN, the
contract may then be awarded, using the Treasury Board's
electronic bidding authorities.
If other potential suppliers submit statements of capabilities
during the fifteen calendar day posting period, and meet the
requirements set out in the ACAN, the department must proceed to
a full tendering process on either the government's electronic
tendering service or through traditional means, in order to
award the contract.
2. Definition of requirements and sole source justification
Public Works and Government Services Canada, on behalf of its
client the Department of National Defence (DND), Valcartier,
intends to negotiate with GATR Technologies, for the supply and
delivery at Quebec City of three (3) portable satellite
communication antennas.
The Land Force for the Quebec Area (LFQA) must be ready to
deploy personnel anywhere in its area of responsibility (AOR),
which extends from the northern border of Mexico to the 76th
parallel North and to the Pacific and Atlantic coasts, to
respond to a domestic emergency in the form of an Immediate
Reaction Unit (IRU) and to conduct northern exercises to train
troops for deployment in the Canadian Arctic.
To carry out this type of activities, the LFQA must acquire a
satellite communications system, operating in an environment of
Arctic activities and engagements. Also because of the weight
and volume limitations imposed by their transport on commercial
airlines or smaller aircraft, we need to acquire antennas, which
are extremely light, compact and easy to transport. They must
also be easy to assemble and disassemble, given the frequent
travel of our troops deployed in the field.
The LFQA requires equipment that satisfies the following
technical criteria :
The antenna must measure a minimum of 2.4 metres in height.
The equipment must withstand Canadian Arctic weather conditions,
i.e. winds of up to 60 km/h and temperatures as low as -30°C.
The total weight of the antenna and its components must not
exceed 300 lbs.
It must be possible to transport the antenna and its components
in a maximum of three (3) transport containers; each transport
container must measure a maximum of 33 in. x 22 in. x 17 in.
It must be possible to assemble the antenna and its components
within 45 minutes.
It must be possible to disassemble the antenna and its
components within 45 minutes
The antenna and its components must run on 120 VAC (Volt
Alternate Current).
The antenna and its components must not consume more than 300
watts when used in combination with the 3-watt-minimum BUC
(Block Up Converter).
The LNB (Low Noise Block) must produce a gain of precisely 62Db
NF0.7Db
The antenna and its components must be capable of producing, at
minimum, elevation angles of 5 to 90 degrees.
The antenna must work on the Ku band, but be adaptable to the C,
X and Ka bands.
The antenna and its components must be compatible with WGS
(Wideband Global Satcom) standards.
Consequently, in accordance with government contracting policy,
it is proposed that a contract be awarded to GATR Technologies,
which is, to our knowledge, the only firm capable of supplying
the products.
3. Trade Agreements
The article 506.12(b) of the AIT is applicable on the basis of
"where there is an absence of competition for technical reasons
and the goods or services can be supplied only by a particular
supplier and no alternative or substitute exists;". This
procurement is exempted of the NAFTA application.
4. Government Contracts Regulations Exception
This contract is subject to subsection 6(d) of the Government
Contracts Regulations, in that only one person or company is
capable of performing the contract.
5. Ownership of Intellectual Property Rights
No new intellectual property will be created during the course
of this contract.
6. Delivery date of Proposed Contract
No later than February 28, 2013.
