BDC invites suppliers offering survey data collection goods and services, and related goods and services (hereinafter referred to as "services"), to submit a bid for certain recurring and one-time assignments.
At the end of this call for tenders, BDC wishes to enter into a service agreement (also referred to as the "contract" herein) for a term of six (6) years, with two (2) renewal options of one (1) year each, which may be exercised at the sole discretion of BDC.
Mandatory requirements
EO.001 The Bidder must confirm that it has a place of business in Canada or Europe and that it has an establishment where it conducts its activities and where the persons authorized to represent it are located, as well as the resources necessary to carry out its activities.
EO.002 The Bidder must confirm that it is able to program survey questionnaires in both of Canada's official languages (English and French) and to perform quality control in both languages.
EO.003 The Bidder must confirm that it has been providing programming and data collection services for online surveys for at least three (3) years.
EO.004 The Bidder must confirm that it is able to conduct online surveys with 3,000 B2B respondents (as defined in Section 7 of Appendix A of the Document) in a single survey. The Bidder may use an external panel partner to conduct the surveys with this target audience. If the Bidder uses one or more panel partners, it must name them.
EO.005 The Bidder must confirm that it is able to conduct online surveys with 2,000 B2C respondents (as defined in Section 7 of Appendix A of the Document) in a single survey. The Bidder may use an external panel partner to conduct the surveys with this target audience. If the Bidder uses one or more panel partners, it must name them.
EO.006 The Bidder must confirm that it will accept survey questionnaires submitted in the Word format used by BDC, i.e., without BDC having to comply with a programming format related to the use of specific software. Examples of formats used by BDC can be found in Appendices 2.1.1, 2.1.2, 2.1.3, 2.1.4, 2.2.1, 2.2.2, 2.3 and 2.4.
EO.007 The Bidder must confirm that it agrees to deliver the raw survey data in a format predefined by BDC (column headers, labels, presentation of multiple-choice questions, etc.) and in .csv (Excel) and .sav (SPSS) files for each project.
EO.008 The Bidder must confirm, if awarded the contract, that it will use servers physically located in Canada for data hosting and backup, whether these servers are operated by itself or by any panel partner it may engage to carry out the projects.
EO.009 The services offered by the Bidder and which would be performed if the contract were awarded must be provided by individuals residing in Canada or Europe in a proportion of at least 70% of the total price bid, and such services must be provided during business hours (8 a.m. to 5 p.m.), according to Eastern Time (UTC-5). The Bidder must confirm this statement.
