Nature of Requirements:
Requirement for Enhanced Forest Inventory (EFI) from LiDAR derived statistics for 5th Canadian Division Support Base Gagetown.
Definition of the requirement
The Department of National Defense has a requirement for the supply of: (i) Enhanced Forest Inventory (EFI) from LiDAR derived statistics for 5th Canadian Division Support Group Gagetown (5th CDSB Gagetown).
The Department of National Defense has a mandate to inventory and manage forest lands within its jurisdiction. As silvicultural and harvesting practices have become more complex, traditional approaches to forest inventory have become less reliable.
Forest Inventories derived from LiDAR data have been demonstrated to provide benefits at both the strategic and operational levels. The 5th CDSB Gagetown have always looked to implement the same forest inventory system as implemented by the NB Department of Energy and Resource Development (ERD) - Forest Management Branch. For the EFI they are looking for the same product that is derived from the same data type, field plots, algorithms, and to the same specifications as the New Brunswick standard.
DND requires the following deliverables from the contractor:
Merchantable tree height (m)
Average tree height (m)
Basal area (m2/ha)
Merchantable BA (m2/ha)
Quadratic mean DBH (cm)
Merchantable QMDBH (cm)
Merchantable stems/ha
Gross total volume (m3/ha)
Diameter Distributions
Percent Hwd/Swd weighted by BA
Gross Merchantable Volume (m3/ha) on the 20m grid
Canopy Height Model
Intensity Image Imagery format
Provide on-site data integration services / support within 24 hours’ notice
Provide support for all delivered products for 12 months after data delivery
Mandatory Requirements
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
Ready access to previously flown LiDAR and aerial imagery data over 5th CDSB Gagetown and adjoining parcels from November 2016 or later.
Significant experience (minimum 3,000,000 hectares) in the development and production of EFI in the Acadian Forest Type.
Significant experience (minimum 450 plots) in measuring LiDAR calibration and validation plots within the Acadian Forest Type.
Hold the Intellectual Property Rights to the algorithms used for the EFI produced for Energy and Resource Development - New Brunswick.
Significant experience (minimum 5 years) flying and processing LiDAR data from Riegl LiDAR systems.
Members of project team must have backgrounds in Forestry, Geomatics, Computer Science and Mathematics/Physics. In these four categories there must be at least one person with post-secondary or applicable certification levels.
Project team must include at least one Registered Professional Forester (RPF) in the Province of New Brunswick and Certified Forest Technician (CFT) in the Province of New Brunswick in good standing with their respective organizations.
