ADVANCE CONTRACT AWARD NOTICE (ACAN)

1. Definition
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.

2. Definition of Requirements
The Department of Fisheries and Oceans (DFO) has a requirement
for the supply and delivery of specialized electromechanical
(EM) cable for use aboard oceanographic vessels.

The below EM cable characteristics are the specifications and
requirements that must be met for the purpose of
interoperability with existing equipment. The drums, Lebus
Shells, and level-wind drives of the winches are purpose built
for use with this specific EM cable and can not be modified
without a major expenditure. The construction of the wire
conductors must match the electronic equipment controlled and
connected through the EM cable in order to prevent compromising
the integrity of the data collected.

In addition, beyond the required costly re-engineering of the
winches and related equipment, any use of lesser quality cable
has the real potential to increase the risk to the health and
safety of the ship's crew and science personnel working the
equipment.

The Rochester Wire A301592 cable is built to University-National
Oceanographic Laboratory System (UNOLS) Specifications written
by the Woods Hole Oceanographic Institute specifically for
oceanographic work and is the industry standard to which our
equipment has been modified and which is required for correct
operation.

2.1 Minimum Essential Requirements
Any interested supplier must demonstrate by way of a statement
of capabilities that its equipment meets the following
requirements:

Supply one 20,000 foot length of Electrical/Mechanical Cable
with the following properties:

Mechanical Properties
Outer Diameter must be 0.322", +/- .004";
2 layers of GEEIPS treated steel armour to be counter-wound and
Preformed;
Mechanical breaking strength, Fixed End 11,600 Ibf.;
Mechanical breaking strength, Free End 10,000 Ibf.;
Working load @.4% Strain of 2500 Ibf.;
Maximum Working Load of 5000 Ibf.;
Rotation to no more than 22o/ft. at Maximum Working load;
Fixed end elongation at Maximum Working Load is to be no more
than 0.88%;
Free end elongation at Maximum Working Load is to be no more
than 0.90%;
Torque of no more than 68 inch Ibs., at Maximum Working Load;
ASI level 2 galvanizing with no less than 0.42 oz., per square
foot of surface area;
A maximum of 3 welds in the length not closer than 20 feet
between welds;
Weight in air nominal 178 Ib/kft.;
Weight in Seawater nominal 148 lb/kft.;
Specific Gravity (SG = 1.028) 5.9;

Electrical Properties
3 Insulated Electrical copper conductors, #19 AWG or larger with
polypropylene (EPC)
insulation;
Water Blocking High-density polyethylene (HDPE) pressure
extruded into the conductor
assembly;
Electrical Voltage Rating 1000 V;
Insulation Resistance 10000 M?*kft.;

Steel shipping reel with a 5 inch diameter shaft hole
UNOLS Certification for the cable, based on UNOLS specifications.
ISO9001 Certification for the supplier, as well as, ASTM
Certifications A-510, A-227,
A-228, A-461, A-679, A-407-98, A-1007-00, and certificate of
registration with Intertek.

to provide the services/goods described herein, may submit a
Statement of Capabilities in writing, preferably by e-mail, to
the contact person identified in this Notice on or before the
closing date and time of this Notice. The Statement of
Capabilities must clearly demonstrate how the supplier meets the
advertised requirements.

8. Closing Date
The closing date for accepting a Statement of Capabilities is
December 24th at 2:00PM PST.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.
