ACAN - REFUSE COLLECTION TRUCKS - 5P435-160133
1.Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Requirement
Public Works and Government Services Canada (PWGSC) on behalf of its client, Parks Canada, intends to enter into a Contract with Haul-All Equipment ltd. for the purchase three (3) 18 cubic yard capacity Refuse Trucks to be used for the collection and transport of refuse and recyclable cardboard within Mount Revelstoke National Park, Glacier National Park and Banff National Park.
3. Criteria for assessment of the Statement of Capabilities
MANDATORY CRITERIA
Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:
Truck, collection box and hook-ups must be compatible with all Haul All ® garbage and recycling collection infrastructure within Banff and Glacier National Parks.
Cab, collection box and utility cabinet must be painted equivalent to CGSB Specification 1-GP-12c, gloss yellow, 505-101 using polyurethane automotive enamel.
Must come equipped with hydraulic hoses, which attach to the Haul All ® garbage and recycle bins with 3/8 Aero-quip Non-Drip Couplers for dumping. These hoses must be attached to the truck with quick disconnect couplers to prevent equipment damage in the event of a drive-away while still hooked to a bin. The Non-Drip Couplers shall be stored in a 6 inch PVC pipe, attached to the collection box for transport. Clarification on this requirement may be obtained by speaking with the contact person identified in the tender documents.
Truck cab interior must be equipped with hydraulic controls to operate the side loader, rear hatch and body lift hydraulic functions from inside the cab. (This requirement does not negate the need for exterior controls.)
4. Applicability of the Trade Agreement(s) to the procurement
This procurement is subject to the following trade agreement(s):
Agreement on Internal Trade (AIT)
World Trade Organization - Agreement on Government Procurement (WTO-AGP)
North American Free Trade Agreement (NAFTA)
5. Justification for the Pre-Identified Supplier
Parks Canada contracted with Haul-All Equipment in the late 1980’s to create wildlife proof garbage containers for all the parks across the country. The specialized arms to lift the garbage bins were created by Haul-All © and are proprietary equipment. Any vehicle collecting from the Haul-All © bins must have these arms. Compatibility with existing garbage and recycling collection infrastructure is mandatory. To replace all the bins in the parks in order to accommodate another pickup system would be cost prohibitive to the crown at this time.
