Advance Contract Award Notice (ACAN):An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Definition of the requirement:The Office of the Superintendent of Financial Institutions Canada (OSFI) Human Resources Division (HR) has a requirement for the services of Korn Ferry/Hay Group for Classification and Compensation related matters. OSFI is unique to other departments within the public service, in that we have our own unique Classification system and standard (which have been developed by Hay). We also have a unique Compensation philosophy and program in which we target to the Banking/Financial/Insurance sector. OSFI requires the services of an organization that is legally entitled to provide Hay training and use and interpret the Hay Classification system. OSFI also requires data that is obtained by Korn Ferry/Hay Group from the banking sector to enable consistent compensation analysis on a year over year basis.
By engaging Korn Ferry/Hay Group, OSFI is able to offer a consistent approach to our Classification program which ensures equality and fairness across all Sectors. The use of Hay compensation data, anchored against Hay Points, allows an accurate reflection of the salary market on an annual basis. This compensation survey approach is more accurate for our purposes than other surveys which use benchmark or capsule descriptions.
There will be a requirement to conduct work on-site when meeting with HR staff and/or the Job Evaluation Committee members. Otherwise the work will be conducted off site.
The rationales, briefing notes or any related classification/compensation analysis are to be written in English in MS Word or Excel.
Rationales for each job evaluated (exact number to be determined as per monthly agenda)
Classification/Compensation Analysis (as the issues arise and require Hay expertise)
The work will involve the following:
Ad hoc Job Evaluation Work with a Full Rationale: Korn Ferry may be called upon to review OSFI jobs at the REX08 level and above, HR roles, and other cases where OSFI may need a third party evaluator. In completing this work, Korn Ferry will complete the following activities typically within 5 business days (subject to interview availability):
Review background information and documentation (e.g. organizational charts, job description, business cases, etc.) to gain a broad understanding of the subject position.
Interview the manager, incumbent, or other representative who can provide additional insight into the subject position.
Conduct the evaluation and prepare draft rationale, taking into consideration internal relativities and conventions adopted by OSFI.
Submit the proposed evaluation/rationale to HR.
Discuss the recommended evaluation, attend to any required changes, and submit a finalized rationale.
Job Description Writing Support: From time to time, OSFI may require Korn Ferry to prepare job descriptions, where there is a requirement to ensure a strong coherence with the job evaluation methodology. In completing this work, Korn Ferry will complete the following activities typically within 10 business days:
Review background information and documentation (e.g. organizational charts, existing job description, business cases, etc.) to gain a broad understanding of the subject position.
Interview the manager, incumbent, or other representative who can provide additional insight into the subject position.
Prepare first draft of the job description and forward to the client/HR for review.
Incorporating comments/feedback into subsequent drafts, and submit a final version to client/HR.
Combined Job Description and Evaluation Support: Some initiatives will require both job description and evaluation support. In this case, the sub-bullets listed under both a) and b) would apply. Turnaround time is typically within 15 business days.
Job Evaluation Training: Korn Ferry/Hay Group must provide training to new committee members in the use of the Hay Guide Chart Profile method of job evaluation through a proprietary, on-line job evaluation tool and in-person training. On-line training must be set-up within 10 working days of receiving a request for training. In-person session must be scheduled once the on-line module has been completed. Depending on the role of the committee member, Korn Ferry/Hay Group will offer both an in-depth version (full day) and shorter version (2 hours) for the in-person session. Korn Ferry will also offer the combined module and 1-day classroom session as an option, as required.
Other Related Job Evaluation Support: OSFI may occasional require additional job evaluation support from Korn Ferry/Hay Group that relates to its proprietary job evaluation methodology. This type of support may include attendance at Job Evaluation Committee and Executive Committee meetings to providing job evaluation expertise. It could also include delivering presentations on the methodology to other parties, as required. This type of service would be confirmed through a confirmation of services and scheduled according to mutual availability. At times, OSFI may also require additional support for larger scale initiatives that pertain to organizational design and reorganization of work, where there is a potential to impact classification levels. In these cases, Korn Ferry will be asked to respond to a statement of work and submit a proposal with 10 business days.
Compensation Analysis: OSFI requests an annual analysis of an identified group of comparator organizations that are contained within Korn Ferry’s proprietary compensation database. The market analysis is accompanied by an assessment of relevant issues in the marketplace, which may impact compensation decision-making. It also includes an analysis of OSFI’s compensation salary structure of a specific job family, relative to the market of comparison. Turnaround times for requests for data will vary in accordance with the availability of the data and the complexity of the request and would be agreed to in the confirmation of services.
Other Related Compensation Analysis: From time to time, OSFI may require further related compensation analysis pertaining to their proprietary compensation database. In this case, Korn Ferry will be asked to respond to a statement of work and submit a proposal with 10 business days.
Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements):Any interested supplier must demonstrate by way of a statement of capabilities that itmeets the following requirements:
Must have the proprietary rights to provide Hay Job Evaluation training and compensation data from the Hay database.

Justification for the Pre-Identified Supplier:
Korn Ferry/Hay Group has exclusive ownership for training organizations and individuals on the Hay Method of job evaluation. No other individual or consulting firm may offer this service. Korn Ferry/Hay Group also has exclusive rights for developing benchmark positions using the Hay Method of job evaluation. While others may evaluate EX jobs within the Canadian Federal Public Service, they may not evaluate jobs for which benchmarks have not been developed by Hay. As OSFI has its own classification standard (RE and REX), and is not consistent with any of the classifications within the federal government, we must work with Korn Ferry/Hay Group to develop new benchmark positions.
OSFI has a stated compensation position of the 75th Percentile within the banking and insurance industry. Competitive market data must be obtained from the Hay Pay Net Database, drilling down to the financial industry and from other proprietary Hay compensation databases. Due to the uniqueness of OSFI positions, it is essential to be able to obtain this data based on assigned Hay Points.
