CONVERSION OF MILITARY VEHICLES
The Canadian Forces has a requirement to convert thirty-nine
(39) military vehicles into Commemorative Monuments on an
as-and-when-required basis.
This Solicitation is issued in response to Letter of Interest /
Invitation to Pre-Qualify No.: W8484-11P2DM/B dated 2013-03-28
which sought the names of potential bidders having an interest
in converting Military Vehicles into Commemorative Monuments.
In order to be pre-qualified to the Solicitation Phase,
Respondents were required to:
pass the US DoD vetting procedures in order to access
ITAR-Controlled Technical Data; and
be registered in the Canadian Controlled Goods Registration
Program (CGRP).
The requirement described herein is open only to Respondents who
were successfully vetted by the U.S. DoD and who are registered
in the CGRP.
The period for making Call-ups against the Standing Offer is
from the date of the Standing Offer to 31 March 2015 with two
(2) additional one (1) year option period (s) under the same
terms and conditions.
Basis of Selection
An offer must comply with the requirements of the Request for
Standing Offers and meet all mandatory technical evaluation
criteria to be declared responsive. The responsive offer with
the lowest evaluated price will be recommended for issuance of a
standing offer.
Security Requirement
The Contractor/Offeror must, at all times during the performance
of the Contract/Standing Offer, hold a valid Designated
Organization Screening (DOS) with approved: Document
Safeguarding and Production Capabilities at the level of
PROTECTED A, issued by the Canadian Industrial Security
Directorate, Public Works and Government Services Canada.
The Contractor/Offeror personnel requiring access to PROTECTED
information, assets or work site(s) must EACH hold a valid
RELIABILITY STATUS, granted or approved by the Canadian
Industrial Security Directorate (CISD), Public Works and
Government Services Canada (PWGSC).
Until the security screening of the Contractor/Offeror personnel
required by this Contract/Standing Offer has been completed
satisfactorily by the Canadian Industrial Security Directorate,
Public Works and Government Services Canada, the
Contractor/Offeror personnel MAY NOT HAVE ACCESS to
(CLASSIFIED/PROTECTED) information or assets, and MAY NOT ENTER
sites where such information or assets are kept, without an
escort.
The Contractor MUST NOT utilize its Information Technology
systems to electronically process, produce or store PROTECTED
information until the CISD/PWGSC has issued written approval.
After approval has been granted or approved, these tasks may be
performed at the level of PROTECTED A.
Subcontracts which contain security requirements are NOT to be
awarded without the prior written permission of CISD/PWGSC.
The Contractor/Offeror must comply with the provisions of the:
(a) Security Requirements Check List and security guide (if
applicable), attached at Annex
