Request for Standing Offer (RFSO) – Facilities for Special Tactical Training
REQUIREMENT
The Department of National Defence (DND) requires if-and-when-required access to a long range training facility to conduct long-range live-fire training to develop and maintain its unique skill sets. DND also requires the provision of training equipment, accommodations and meals.
One (1) Standing Offer may be awarded as a result of this solicitation. The Selection Methodology is detailed in the RFSO.
PERIOD OF THE REQUIREMENT
The period of the Standing Offer, if awarded, will be for one year. The Standing Offer will also include two additional one-year option periods.
MANDATORY CRITERIA
Mandatory criteria include but are not limited to the following. Please refer to the RFSO for the complete list and details of the mandatory criteria.
1. The facilities must be located in a climate enabling the conduct of outdoor training at any time of the year, within the Continental/Contiguous United States of America. The lowest mean temperature for any month must be not less than four (4) degrees Celsius;
2. The training range facilities (ranges, compounds) must be no more than eighty (80) kilometres from the accommodations facilities (lodging, dining hall, etc.);
3. The facilities must be no more than eighty (80) kilometres from a civilian hospital;
4. The accommodation facility must be located no more than five (5) kilometres away from at least one (1) re-fuelling station;
5. The accommodation facilities shall be capable of supporting up to twenty (20) DND personnel, and shall include a parking area capable of accommodating up to fifteen (15) civilian pattern vehicles, one (1) cube van and six (6) All-Terrain Vehicles (ATVs) with trailers;

Where this notice and the RFSO differ, the RFSO will prevail.
The Department of National Defence reserves the right not to award a Standing Offer, regardless of the responses it receives.
