MAINTENANCE SERVICES RELATING TO ACOUSTIC MODELING

The Department of Research & Development (R&D) Atlantic,
requires one (1) Regional Individual Standing Offer (RISO) for
software development and consulting services by a recognized
expert in underwater acoustics theory and modeling on an "as
when required" basis. This expert will provide advice and
insight in the areas of acoustic propagation, background ocean
noise, acoustic scattering, and the dependence of all of these
on environmental variability. The expert will also provide
advice on how these areas relate to active and passive sonar
measures of performance, such as signal excess and probability
of detection. The expert must have an extensive in-depth
knowledge of current acoustic propagation models, particularly
the model called Bellhop, and the ability to implement, enhance,
and maintain those models designated by DRDC Atlantic.

Call ups under this standing offer will include one or more of
the following elements:

1. Modifying and enhancing the Bellhop propagation model. This
could include improving the realism of the physics used for
boundary interactions or integrating 3D propagation with the
active version of Bellhop used at DRDC.
2. Improving the Bellhop model to optimize the speed of ocean
acoustic predictions.
3. Investigating how uncertainty in environmental model inputs
propagates through Bellhop and other acoustic propagation
models, either mathematically or through simulations.
4. With the algorithms within the Bellhop prediction model as a
guide:
a. Identifying and evaluating which underwater propagation
parameters most strongly influence the accuracy of
propagation prediction, signal excess calculations, and other
sonar performance measures.
b. Investigating criteria for effective data association/fusion
algorithms.
c. Implementing software that realistically mimics the ocean
background acoustic noise field, in support of simulation and
modeling efforts at DRDC Atlantic.
5. Document work undertaken in support of the previous elements
in a form suitable for publication.

The Period for placing call-ups and rendering services against
the RISO shall be from date of Standing Offer Agreement award to
March 31, 2018.

Individual call-ups against the Standing Offer must not exceed
$100,000.00 (excluding Applicable Taxes).

The total cost to Canada resulting from call-ups against this
Standing Offer shall not exceed $500,000 (excluding taxes).

The selection methodology will be based on the highest
responsive combined rating of technical merit and price.

This requirement is subject to the Agreement on Internal Trade
(AIT).

The requirement is subject to a preference for Canadian goods
and/or services.

All work is unclassified and the Contractor will not have access
to any classified information. Contractor personnel must be
escorted at all times while in DND facilities by fully screened
DND personnel.
