This requirement is for: The Correctional Service of Canada, Edmonton Institution for Women,
Edmonton Alberta.

Trade agreement: Canadian Free Trade Agreement (CFTA), World Trade Organisation-Agreement on
Government Procurement (WTO-AGP), Canada Ukraine Free-Trade Agreement (CUFTA), Canada Korea
Trade Agreement (CKTA), Canada free trade agreements with Chile/Colombia/Honduras/Panama,
Canada-Peru Free Trade Agreement, Canada-European Union Comprehensive Economic and Trade

Nature of Requirements:

The following is a summary of the statement of work for this requirement.

The Correctional Service Canada has a requirement to lease a secure perimeter security enclosure
system and associated leased perimeter security equipment for the Edmonton Institution for Women
Minimum Security Unit, Building U.

Objectives:

The Contractor must deliver the perimeter security enclosure system and associated leased perimeter
security equipment to the site, install it as required for operation, perform the commissioning, inspection,
and maintenance, provide service response, repair, replacement of defective leased equipment, and
remove the enclosure and equipment at contract completion.
The Contractor must maintain the leased solution in operational condition for the initial contract period
and any exercised option periods.

Deliverables: The Contractor must provide:

a) An installation and service schedule identifying major milestones for site verification, equipment
delivery, installation, Electronic Security System (ESS) integration, movement corridor construction,
testing, operational readiness, service commencement, maintenance activities, option periods, and
removal activities.
b) An equipment inventory identifying all leased perimeter enclosure equipment, leased security
equipment, temporary supports, major components, and equipment subject to maintenance or
removal at contract completion.
c) A site verification report confirming enclosure alignment, tie-in conditions, grades, existing conflicts,
tree removal requirements, minor structure relocations, pass-through conditions, movement corridor
constraints, Electronic Security System (ESS) constraints, and service access requirements.
d)An installation plan detailing sequencing for enclosure installation, leased security equipment installation, movement corridor work, pass-through work, institutional coordination, maintenance access, and security requirements.
e)A temporary perimeter enclosure submission including product data, enclosure layout, barrier and fence details, barbed-tape concertina wire support details, transition details, methods for achieving 150 mm gap compliance, and maintenance procedures.
f)A movement corridor submission outlining the proposed stabilization system, loading assumptions, suitability for pedestrian and skid-steer traffic, drainage approach, installation methodology, maintenance requirements, and removal and restoration procedures.
g)A site-specific safety plan identifying hazards, mitigation measures, emergency procedures, communication protocols, and institutional safety considerations.
h)Electronic Security System (ESS) design and service submissions in accordance with Annex C, including fence detection system (FDS), closed-circuit television (CCTV) equipment, perimeter alarm / perimeter intrusion detection system (PA/PIDS), communications, power, grounding, mounting and support details, cutover plans, testing procedures, training materials, and maintenance documentation.
i)A tree removal and minor site-preparation plan identifying removal limits, protection areas, disposal methods, minor structure relocation requirements, and restoration methods related to the leased solution.
j)Testing and commissioning documentation demonstrating completed testing activities, identified deficiencies, corrective actions, ESS commissioning results, enclosure inspection records, and operational readiness.
k)A maintenance and service plan detailing inspection frequencies, service response procedures, repair and replacement processes, maintenance record formats, service contacts, and escalation procedures.
l)Inspection and service reports documenting inspections, service calls, incidents, deficiencies, repairs, replacements, response activities, and corrective actions throughout the lease period.
m)Training materials and attendance records for operational and maintenance personnel, where required under Annex C.
n)Record documentation showing final installed enclosure alignment, tie-ins, pass-through locations, movement corridor details, ESS device locations, infrastructure routes, equipment inventory, and associated record information.
o)A removal and restoration plan outlining removal sequencing, maintenance of security continuity, restoration activities, waste disposal methods, leased equipment removal procedures, and final acceptance requirements.Any conditions for participation of suppliers not specified in solicitation documentation: None.
