Nature of Requirements:
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
2.1 Scope
The Department of National Defence (DND), Canadian Forces Base Trenton has a requirement to conduct maintenance on various aircraft and engines, which includes inspecting certain areas that are not easily accessible. These areas, such as compressor blades, require one video borescope (with the irrevocable option to acquire 2 more borescopes) for the inspection to be completed. Thisrequirement defines the totalwork required and the related material, data, and services to be provided in support of the delivery of a video borescope that will allow 8 AMS technicians to perform vital inspections on military aircraft and equipment.
2.2 Background
The Royal Canadian Air Force (RCAF) is a vast organization, conducting a wide variety of operations in Canada and all over the world. This requires an extensive network of equipment and support, which are pushed to the limits to extract the most out of available resources.
In order to operate safely and effectively, the RCAF must comply with various airworthiness requirements of the Aeronautics Act when operating and maintaining aircraft and equipment. In the context of maintenance, this has led to the development of an approved maintenance program to ensure proper accordance.
Part of this program includes preventive maintenance, which requires regular inspection of aircraft, engine and parts that undergo multiple stresses during operations. Many of theseinspections include a visual inspection of the parts to verify for excessive wear and cracks. However, some of these verifications cannot be done by the human eye alone, as these areas are in confined space and would require additional work and time to access. Therefore, a video borescope with a hard storage case is required to complete the required preventive maintenance in an efficient and effective manner in order to maintain and improve operational capabilities.

5. Justification for the Pre-Identified Supplier
The Olympus borescope provides required screen size for proper analysis: 8.4" touchscreen, PulsarPic image processor, 3 year warranty, and is stored in a workstation case; the IPLEX NX displays images that are 1.7 times larger than that of a conventional 6.5-inch. This is proprietary technology and is crucial as there is poor lighting in 8 AMS Engine Bay building, reliable crack measurements require the largest video screen possible and eliminates/reduces the need to download images to computer station.
The Olympus borescope offers the most possible upgrades to multiple probes should this be required once Engine Bay starts maintaining the new Fixed Wing Sar Platform. The local supplier can provide bilingual support on short notice. Quick timeline purchase required as shop is currently with reduced to no capability, resulting in potential erroneous troubleshooting of engine turbine and unnecessary turbine removal.
