The RCMP has a requirement for repair, overhaul, modification, installation, removal and support services for approximately 700 communication sites distributed across Canada. This Request
for supply arrangement will allow suppliers to submit technical qualifications to be reviewed by Canada. Suppliers demonstrating the technical capabilities and experience will be placed on the supply arrangement.
Period of Supply Arrangement:
The period of this supply arrangement is 3 years. New suppliers will have the opportunity to submit technical qualifications to be added to the supply arrangement's list of pre-qualified vendors on a semi-annual basis. A notification of this will appear on GETS. Suppliers already on the supply arrangement will not have to re-submit.
Evaluation Process:
Firms must be able to meet the mandatory technical criteria to be placed on the supply arrangement.
Supply Arrangement:
A supply arrangement is a non-binding arrangement between Canada and pre-qualified suppliers that allows departments to award contracts and solicit bids from a pool of pre-qualified suppliers for specific requirements within the scope of the supply arrangement. The intent of a supply arrangement is to establish a framework to permit expeditious processing of individual bid solicitations, which result in legally binding contracts for the services described in those bid solicitations.
The supply arrangement is not in itself a contract, but rather a base document that forms part of the future Request for Quotation (RFQ) and resulting contract. When issued a supply arrangement, the supplier accepts the obligation to provide specified services in accordance with the supply arrangement, under any resulting contract that may be awarded. Any resulting contract will be established as a result of a RFQ. These RFQs will specify the specific requirements, and may contain additional terms and conditions that the supplier must meet.
See the bid solicitation section of the RFSA for further details on this procurement process.
This requirement is subject to the Agreement on Internal Trade (AIT), North America Free Trade Agreement (NAFTA), World Trade Organization Agreement on Government Procurement (WTO-AGO),
Canada-Chile Free Trade Agreement (CCFTA) and Canada-Peru Free Trade Agreement (CPFTA).
