BACKGROUND:
The National Register of Electors conducts outreach mailouts to register new potential electors or to verify/confirm current information contained in the Register, to ultimately improve Register data coverage and currency rates. There are two kinds of mailouts that EC conducts: voter registration and verification.
A. Voter registration mailout
Registering new unconfirmed tax filers and young potential electors and encouraging them to vote is an EC priority. National mailouts to confirm the eligibility of up to 300,000 annual potential electors identified from Canada Revenue Agency files and motor vehicle registrars are scheduled to start in the summer of 2013 and continue on a regular basis. Mailouts can occur multiple times per year (e.g. every two months, quarterly, etc.) depending on when data is available.
B. Verification mailout
From time to time (depending on funding), the National Register of Electors conducts outreach mailouts to groups of electors to verify or confirm their information contained in the Register, to ultimately improve Register data coverage and currency rates. The volume could be anywhere from 30,000 up to 600,000 per mailout.
REQUIREMENT:
EC is seeking the services of a Contractor that can provide data capturing (data entry services for the returned product).
TIMELINE:
Initial period: Effective Date of Contract to 31 March 2014 inclusive.
Option periods: Four (4) additional periods of one (1) year under the same terms and conditions.
