MANDATE
In order to ensure performance and efficiency, Parks Canada's UVNQ seeks to optimize and modernize the current data collection system for the Lachine Canal National Historic Site and the Chambly Canal National Historic Site. As part of this mandate, the UVNQ wishes to retain the services of a supplier who will offer a suitable data collection solution for these two canals, which have the distinction of being open sites and having a multi-use path. At present, the assessment of customer traffic is fundamentally based on the use of infrared counters that count passage data, which are transformed into visit data using a method that was developed by Parks Canada a little over ten years ago.
2. OBJECTIVES
The legal representative must provide the UVNQ with a tailor-made and innovative solution for the entire data collection process of CLAC and CCHM while taking Parks Canada's methodological approach into account in order to meet the following general objectives:
Measure the number of annual passages (raw data) according to the key locations identified by the project committee.
Generate visitor traffic estimates, i.e. the number of visitors along the banks (visit data) for the operating seasons (= navigation season from mid-May to mid-October) using The Parks Canada algorithm (this will be provided to the legal representative).
To achieve this, the Contractor must meet the following specific objectives:
Automate the process of collecting and receiving raw data while providing a complete service including installation, maintenance and calibration (low and high season);
Provide the UVNQ with access at all times to the raw data (schedule, daily, weekly and monthly);
Optimize and automate the method of transferring and analyzing raw data into visitor data and provide access to the UVNQ at all times;
