1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of the requirement
The Department of National Defence, Aerospace and Telecom Engineering Support Squadron, Canadian Forces Base Trenton has an operational requirement to purchase 113 specialized pre-assembled foam sheets to house various inflight hand tools for a specific container.
3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:
General
This specification outlines the operational performance and technical requirements for the use of the foam sheets:
The foam sheets are to be imprinted with various geometrically charted designs to encase various hand tools which are machine routed into the foam. The tool encasements are placed into existing containers for hand tool protection during flight. The tool imprints can vary based on the project.
The existing equipment used to imprint the designs into the foam to create the encasements is specially designed to use 50" X 80"foam sheets. This is required to produce time efficiencies in the production process and quality foam hand tool encasements.
Operational Requirements
The Foam Sheets must:
(a) Meet the mandatory sheet size for operation in the existing equipment. The mandatory foam sheet dimensions allow for substantial time and cost savings during project completion.
Technical Requirements
The foam sheets must;
