AMENDMENT # 2The purpose of this amendment is to change the time zone for the bid closing date from Eastern Standard time to Eastern Daylight time.TITLEOnline Language Training Platform for Fisheries and Oceans Canada, Canadian Coast Guard Central Region EmployeesBACKGROUND INFORMATIONOnline Language Training Platform for Canadian Coast Guard Central Region Employees located in Ontario and Québec, offering variable duration licenses of French and English self-paced online learning. The Canadian Coast Guard (CCG) Central Region requires a licensed online language training software solution that offers a fully interactive, modular based, second language training program in English and French.The program is to be provided so employees can have a flexible approach to their training through self-study accessible at any time. In order to provide employees the opportunity to take training according to their work schedules and/or professional and personal obligations, CCG favours a flexible learning approach that adapts to the employees’ different schedules.3. SCOPE OF WORK Introductiona. The Central Region of the Canadian Coast Guard (CCG) is bilingual. Employees are often required to work in both official languages, English and French. Therefore, CCG must train employees in order to develop their language skills and/or maintain their level of proficiency. Second language training in Canada's official languages is offered to federal public servants in accordance with the Official Languages Act.b. CCG requires an already-developed online language training software application that offers a fully interactive, modular-based training program in English and French. The program is to be provided so employees can develop their language skills through self-study.c. In order to provide employees with flexible training opportunities, CCG requires a learning approach that adapts to the employees’ different schedules and needs, which includes: audio/video segments, self-led activities and exercises with immediate scoring tests and reference materials.d. Furthermore, the proposed platform must allow the administrators within CCG and Project Authorities to view learner profiles, achievements, attendance rates, and other statistics related to their learning on the application. The Contractor must make the learner’s progress available to the learner, to the Project Authority and to CCG Administrators.4. TERM OF CONTRACT4.1 Period of the ContractThe period of the Contract is from date of Contract to March 31, 2024.4.2 Option to Extend the ContractThe Contractor grants to Canada the irrevocable option to extend the term of the Contract by up to three (3) additional twelve (12) month periods under the same conditions. The Contractor agrees that, during the extended period of the Contract, it will be paid in accordance with the applicable provisions as set out in the Basis of Payment.Canada may exercise this option at any time by sending a written notice to the Contractor at least 30 calendar days before the expiry date of the Contract. The option may only be exercised by the Contracting Authority, and will be evidenced for administrative purposes only, through a contract amendment.
