Nature of Requirements:
Application Performance Management Software Solution
Canada has an initial requirement for a commercially available
Application Performance Management Software Solution (the
"Software Solution") for approximately 4 Physically Populated
CPU Sockets, and 7 Monitoring Agents. The required Software
Solution must include the Licensed Software, a 12-month
warranty, software maintenance and support, and documentation.
Training and professional services must also be provided, if
requested. The bid solicitation is intended to result in the
award of a contract for 1 year, plus 6 one-year irrevocable
option(s) allowing Canada to extend the term of the contract.
As background information, Transport Canada has an initial
requirement for 4 physical Monitoring Servers and 7 Monitoring
Agents that will be used to monitor an estimated 225 web
applications running on approximately 55 web application
Servers. It is also estimated that there will be approximately 4
additional physical Monitoring Servers and 3 additional
Monitoring Agents that can potentially be added during the
contract periods, assuming project success, available funding
and appropriate approvals. Assuming full project deployment, an
estimated 300 applications may be monitored by approximately 80
web application Servers. It is also estimated that there will be
5 administrators, 50 developers with the potential for an
additional 5 administrators and 25 developers to be added to the
project deployment during the contract periods, respectively.
It must be noted that for licensing purposes, the number of
physically populated CPU sockets found on the physical
monitoring Servers will be used and if required by the
contractor's solution, the number of physical monitoring agents
found on the application Servers. If a contractor's solution
does not require monitoring agents, then all license costs,
other than maintenance and support, must be included in the
physically populated CPU socket cost. It must be noted that no
other measurement will be used for licensing purposes other than
physical populated CPU sockets and where applicable monitoring
agents.
The Software Solution must be available to the Client Users 24
hours a day, 7 days a week, 365 days a year, in English and if
available, in French, and operate at all times in accordance
with the Statement of Requirements in the Client's operational
environment described in the bid solicitation. The term "Client
User" refers to the employees of the Government of Canada, the
Minister's office and staff, and other individuals authorized by
the Client to perform services in relation to the business and
affairs of the Client, including contractors or consultants
performing work for the Client from time to time. The Client is
Transport Canada (TC).
The requirement is subject to the provisions of the World Trade
Organization Agreement on Government Procurement (WTO-AGP), the
North American Free Trade Agreement (NAFTA), the Canada-Chile
Free Trade Agreement (CCFTA), the Agreement on Internal Trade
(AIT), the Canada-Peru Free Trade Agreement (CPFTA), and the
Canada-Columbia Free Trade Agreement.
