Nature of Requirements:

1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of the requirement

The Department of National Defense has a requirement for the purchase of timpani.

A. OBJECTIVE

The present document is to provide the general and specific requirements for the purchase of timpani for the Department of National Defense (DND).

B. CONTEXT

The project to replace the timpani at the R22R Band (MR22R), aims to purchase timpani to enable the MR22R to maintain a very high level of performance at its concerts.

The nature of the instrument, the life span, and the quality of the sound are completely dependent on the quality of the instrument's construction. Aspects that include sound quality, portability, adjustability, as well as the precision of the construction, allow the MR22R to maintain a very high level of sound quality and performance in concert. Above all, concerts by the MR22R are given for all Canadians; from concerts in schools, festivals, to evening concerts in communities all over the province of Québec. The concerts and presentations are many and varied - including, but not limited to, commemorations, celebrations, and contributing towards community outreach of the CAF.

C. TERMINOLOGY

CAF Canadian Armed Forces
DND Department of National Defense
SME Subject Matter Expert, musicians / percussionists of the MR22R
TM Technical Manager
MR22R Musique du Royal 22e Régiment (Royal 22e Régiment Band)

D. DELIVERABLES

The Contractor shall provide and deliver:

Quantity: 1, Description: Timpani, 24.5 in
Quantity: 1, Description: Timpani, 26.0 in
Quantity: 1, Description: Timpani, 29.0 in
Quantity: 1, Description: Timpani, 32.0 in
Quantity: 4, Description: Flight cases with ramps

3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested supplier must demonstrate by way of a statement of capabilities that its product meets the following requirements:

3.1. The 4 timpani must have the following General Characteristics:
3.1.1. An American set-up (mandatory).
3.1.1.1. An American set-up implies that the installation of the pedals and the note indicators must be done according to the four timpani being placed in ascending order of size, from left to right. This configuration is the standard in Canada and in military bands.
3.1.2. An adjustable Ringer-type pedal (mandatory).
3.1.2.1. A Ringer-type pedal is a ratchet system that facilitates quick and precise intonation changes. The daily repertoire played by the MR22R involves many of these changes. In addition to its recognized reliability, maintenance on this type of system is readily available, due to its widespread use in North America.
3.1.3. A manual tuning adjustment handle placed on the musician’s side. The handle must be 'L' shaped (mandatory).
3.1.3.1. In conjunction with the Ringer pedal system, a manual intonation handle is required to make precise adjustments. Performance location, temperature, and humidity are conditions that greatly affect the intonation of a wind band. The 'L' shape and placement on the musician’s side facilitate the speed at which our musicians can make adjustments - this shape is necessary for the accuracy and frequency of adjustments.
3.1.4. A Berlin-type copper bowl, 1.0mm thick (mandatory).
3.1.4.1. The characteristics of this type of shape and construction are described as 'dark' and 'warm' timbre, which projects exceptionally well into any environment. As the MR22R performs in many different environments, from outdoors, in concert halls, to churches and hospitals, this style of bowl best suits our needs.
3.1.4.2. A bowl thickness of 1.0mm will allow the balance between the projection of the instrument and the desired timbre.
3.1.5. An adjustable note indicator system, with notes indicated in English. Each note indicator must be individually adjustable, and held in place by a screw system. The note indicator system must be directly connected to the tuning system for better accuracy.
3.1.6. 7cm lockable wheels.
3.1.7. A height of 29.5cm. At the MR22R, each percussionist must play the timpani. This height is one the one that will suit all of our percussionists.
3.1.8. Wooden protective covers with straps.
3.1.9. A tuning key.
3.1.10. A Remo Renaissance skin.
3.1.11. Circles painted the same colour as the frame.
3.1.12. A system that keeps the chord in place during transport (head lock).
3.1.13. Must be new.
3.1.14. Flight cases adapted to each timpani with a sliding ramp, giving the ability to roll the instrument into the case.
3.1.14.1. The timpani are heavy. This type of ramp makes it possible to load them into the cases while greatly minimizing the risk of injury to the musicians.

3.2. Given the repertoire performed on a daily basis by the MR22R, the timpani must have the following dimensions and registers: Specific Characteristics:

3.2.1. A 24.5 in Hardtke timpani, model WHBC62, Berlin Classic OR an equivalent product must have:
3.2.1.1. A register from B-flat to A.

3.2.2. A 26.0 in Hardtke timpani, model WHBC66, Berlin Classic OR an equivalent product must have:
3.2.2.1. A register from A-flat to G-flat.

3.2.3. A 29.0 in Hardtke timpani, model WHBC74, Berlin Classic OR an equivalent product must have:
3.2.3.1. A register from E to D.

3.2.4. A 32.0 in Hardtke timpani, model WHBC81, Berlin Classic OR an equivalent product must have:
3.2.4.1. A register from C to C.

E. ACCEPTANCE CRITERIA

3.3 Instruments must be tested and approved by the musicians (SME’s).
