ADVANCE NOTICE TO INDUSTRY
PRE-TENDER OPTIONAL SITE VISIT
1. REQUIREMENT:
Prior to posting the Request for Proposal (RFP), Public Works
and Government Services Canada (PWGSC) and Aboriginal Affairs
and Northern Development Canada (AANDC) is conducting an
Optional Pre-tender Site Visit for Participants who are
interested in the upcoming remediation project for Nottingham
Island, NU. (former Department of Transport (DOT) Weather
Station). It is anticipated the Request For Proposal (RFP)
documents will be available on Buyandsell.gc.ca by mid October
2013 (estimated).
2. BACKGROUND:
The Site is located about 140 km southwest of Cape Dorset, NU at
approximately 63.111974 N latitude and 77.938633 W longitude.
The nearest community is Ivujivik, Quebec, located approximately
80 km to the south of the Site. The Site is situated on the
banks of the Hudson Strait. The Site consists of 17 structures,
two empty above ground storage tanks, a number of antennae and a
large amount of debris scattered around the site. Off-site
features include debris piles, a roadway, a communication tower
and nearby lakes/surface water features. The site previously
acted as a former DOT weather station and radio transmitter
station, originally established in 1884 and was decommissioned
in 1970. Nottingham Island was named by the English explorer
Henry Hudson (Grant 2011) in the 1600s. The island has been used
historically for hunting and fishing by the surrounding Inuit
communities.
It is anticipated that the remediation of the DOT weather/radio
station will require up to three construction seasons (summers
of 2014 / 2015 / 2016) depending how the work is sequenced. A
typical construction season for these locations normally starts
in June and concludes by late September, which allows
approximately 90 days. Potential hazards inherent with a remote
northern location are wildlife and arctic weather conditions.
Due to the logistical challenges associated with this project, a
number of the risks have been identified, primarily those with
mobilization and demobilization; remediation and construction
activities; work schedules; weather delays; air charter; and
replenishment of food and materials have been identified.
3. OPTIONAL PRE-TENDER SITE VISIT:
PWGSC on behalf of AANDC has scheduled an Optional Pre-tender
Site Visit on Monday, August 19, 2013 for remediation activities
at Nottingham Island,NU., (former Department of Transport (DOT)
Weather Station).
Those who do not attend will not be precluded from submitting a
bid when the Request for Proposal (RFP) is issued. However,
Participants are strongly encouraged to attend.
It should be noted that Participants who do not attend or send a
representative will not be given another opporortunity to travel
to the site.

5. ADDITIONAL INFORMATION:
Participants must communicate with the Contracting Authority no
later than 2:00 P.M. M.D.T., August 12, 2013, before the
scheduled visit to confirm attendance and provide the name of

Participants or their representative will be responsible for
making their way to Iqaluit, Nunavut.
All travel & living costs associated with travel to Iqaluit for
the purpose of attending the Optional Pre-tender Site Visit will
be borne by the Participant or their representative.
PWGSC will provide air transportation for the Participants or
their representative to the site and return to Iqaluit as
specified above.
Due to limited availability of aircraft and seating capacity,
attendance to the Optional Pre-tender Site Visit will be limited
to one Participant or their representative.
This Optional Pre-tender Site Visit is intended for Participants
that are Prime or Joint Venturing Contracting Firms.
Participants or their representatives will be required to sign
an attendance form prior to boarding.
They will also have to provide their own required Personal
Protective Equipment (PPE) consisting of clothing appropriate
for weather conditions, CSA approved safety boots, and a high
visibility vest.
Participants will be responsible for their own meals(s) and
water.
The site visits will include walks/hikes in potentially
unfavorable weather conditions. It is highly recommended that
firms take this into consideration when registering their
participant.
6. SOURCING:
When the RFP is posted on Buyandsell.gc.ca, the requirements of
the Nunavut Comprehensive Land Claim Agreement (CLCA) and the
Nunavik Inuit Land Claim Agreement (NILCA) will apply.
When the RFP is posted on Buyandsell.gc.ca, the provisions of
the Agreement on Internal Trade (AIT) will apply and where
applicable, the appropriate International Trade Agreements will
be determined.
