DESCRIPTION OF REQUIREMENT
The Canada Revenue Agency (CRA) has a requirement for the supply, delivery, and installation of freestanding furniture for office workstation requirements, all in accordance with the specifications and requirements detailed in Annex A: Statement of Work.
The CRA expects to fulfill the immediate requirements for its Trainyards project (which refers to the building located at 395 Terminal Avenue in Ottawa, Ontario) through any resulting Contract. This project contemplates the supply, delivery and installation of a minimum of 310 computer tables and pedestals on and “as and when requested” basis over several phases during the period 2018 and 2019.
The CRA may also utilize any resulting Contract to serve other projects across Canada on an “as and when requested” basis.
The term of the proposed Contract is two (2) years, with an additional two option periods (1 year each, and irrecovable to CRA) to extend. The proposed Contract will also include the option to add or remove products or services, as well as modify items, including, but not limited to freestanding office furniture which meets the requirements set out at Annex A – Statement of Work, as well as the option (irrevocable to CRA) to implement, subsequent to contract award, CRA’s e-procurement tool for ordering the goods, in accordance with the requirements set out in Annex B – Optional Synergy Solution.
This Request for Proposal provides for a Bidders Conference as identified in section 2.4.1, whereby prospective Bidders may address any questions related to the requirement, and in particular any of the material that may be requested to determine compliance with the techncial requirements and specifications detailed in Annex A: Statement of Work.
CONTRACTOR SELECTION METHODOLOGY
The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract.
OPTION TO USE SYNERGY
The resulting contract will include an irrevocable option, from the Contractor to the CRA, to use the Canada Revenue Agency’s (CRA) e-commerce solution for ordering, receiving and reconciling goods and services. This solution is an Ariba tool which has been branded internally as “Synergy”. Should this option be exercised by CRA, Synergy will be used in this requirement in order to expedite the ordering process.
BIDDERS’ CONFERENCE
A bidders' conference will be held via teleconference on November 1, 2017. The conference will begin at 2:00pm EDT. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative.
Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than October 30, 2017.
