Nature of Requirements:
TITLE: Blast Tube Facility Refurbishment
REQUIREMENT:
Defence Research and Development Canada (DRDC) - Suffield,
Medicine Hat, Alberta has a requirement for a refurbishment and
enhancement of large blast tube facility. The objective is to
complete outstanding analysis, development, and validation of
the performance of a conceptual design for blast tube
enhancements, then implement this design. Following
construction and implementation of the design, the blast tube
must be tested and refined to achieve the desired improvement in
performance.
SECURITY REQUIREMENTS AT BID CLOSING:
1. The Contractor must, at all times during the performance of
the Contract/Standing Offer, hold a valid Facility Security
Clearance at the level of CONFIDENTIAL, with approved Document
safeguarding at the level of CONFIDENTIAL, issued by the
Canadian Industrial Security Directorate (CISD), Public Works
and Government Services Canada (PWGSC).
2.This contract includes access to controlled goods. Prior to
access, the contractor must be registered in the Controlled
Goods Program of Public Works and Government Services Canada.
3. The Contractor personnel requiring access to CLASSIFIED
information, assets or sensitive work site(s) must EACH hold a
valid personnel security screening at the level of CONFIDENTIAL,
all other personnel must hold a valid RELIABILITY STATUS,
granted or approved by the CISD, PWGSC. Until the security
screening of the Contractor/Offeror personnel required by this
Contract/Standing Offer has been completed satisfactorily by the
Canadian Industrial Security Directorate, Public Works and
Government Services Canada, the Contractor/Offeror personnel MAY
NOT HAVE ACCESS to CLASSIFIED information or assets, and MAY NOT
ENTER sites where such information or assets are kept, without
an escort.
4. Processing of CLASSIFIED information electronically at the
Contractor/Offeror's site is NOT permitted under this
Contract/Standing Offer.
5. Subcontracts which contain security requirements are NOT to
be awarded without the prior written permission of CISD/PWGSC.
6. The Contractor must comply with the provisions of the:
(a) Security Requirements Check List and security guide (if
applicable), attached at Annex "D";
(b) Industrial Security Manual (Latest Edition).
MANDATORY CRITERIA:
1. Education: The proposed team must include personnel with
a technical diploma (e.g SAIT), graduate (Bachelor or
post-graduate (Master or Ph.D.) in mechanical or aerospace
engineering from a recognized institution. The proposed team
must include a Project Manager that is a registered Professional
Engineer. Proof of certification is required.
CONTRACTOR SELECTION:
The contractor will be selected on the basis of the Assessed
Best Value to the Crown taking into account merit and cost
factors.
PERIOD OF CONTRACT:
It is anticipated that any contract will be effective from date
of Contract to March 31, 2014 inclusive.There are two (2)
optional periods of one year.
ESTIMATED FUNDING:
The estimated funding available for the Contract resulting from
the bid solicitation is $945,000.00 CAD, the Goods and Services
Tax or the Harmonized Sales Tax excluded, FOB destination for
goods, customs duties and excise taxes included. This disclosure
does not commit Canada to pay the estimated funding available.
