The closing date of this tender is December 8, 2014 at 14h00.
We are solliciting prices for the period that will begin from
the date of issue to November 30, 2015.
Important notice: Do not send an offer for period no. 3.
An offer is required for next year before November 16, 2015.
AMENDMENT No. 2
Only Annex B has been amended. There are no amendments to the
Notice of Proposed Procurement nor the Request for Regional
Individual Standing Offer.
AMENDMENT No. 1
The Notice of Proposed Procurement and the Request for
Individual Standing Offer have been amended to insert the need
for Coffee equipment and installation and its periodic
maintenance and repairs for 3 DND kitchens located at St. Jean
Garrison, Farnham and St. Hubert. Details in the amended
document.
PLEASE INSERT THE FOLLOWING TEXT IN THE NOTICE BELOW:
EQUIPMENT AND INSTALLATION:
The equipment required must be supplied by the offeror to the 3
kitchens (at St. Jean, Farnham and St. Hubert). All equipment
must be installed at the offeror's cost. The offeror must visit
the 3 kitchens in order to verify the equipment that is
currently in place so as to determine the necessary needs for
each kitchen.
MAINTENANCE AND REPAIRS OF EQUIPMENT:
The offeror must be committed to regularily maintain the
installed equipment at pre-established periods in accordance to
the manufacturer's recommendations. Any broken equipment must
be repaired /replaced within a delay of 24 hours at the
offeror's cost.
No surcharges for transport fees or for the cost of gas will be
paid to the offeror.
REISSUE OF BID SOLICITATION
This bid solicitation cancels and supersedes previous bid
solicitation number W3380-13-K029/A dated 2013-10-10 with a
closing of 2016-11-14 at 14h00. A debriefing or feedback
session will be provided upon request to bidders/offerors
/suppliers who bid on the previous solicitation
DESCRIPTION:
This Regional Individual Standing Offer (RISO) request involves
the provision, on an as and when ordered basis, of Coffee.
IDENTIFIED USERS:
The Department of National Defence, various sites such as : St.
Jean Garrison, Centre d'Entraînement de l'Estrie at Farnham and
the St. Hubert Garrison in the Province of Quebec.
PERIOD OF STANDING PROPOSAL:
From December 01, 2013 to November 30, 2016, divided into three
(3) periods of one (1) year each.
Note: Offers will have to be submitted for each period, as per
the schedule in Annex 'B'.
Please note that PWGSC reserves the right to issue more than one
(1) Standing Offer per period, if it better serves Canada's
interest.

QUANTITIES:
The estimated quantiites of each of the required items can be
found in Annex B - Working Document - List of Products.
APPROXIMATE SCOPE OF THE STANDING PROPOSAL:
The approximate scope of each Standing Proposal is 59,403.67 $
(applicable taxes included) per year for each period from
December 01 , 2013 until November 30, 2016.
CODE OF CONDUCT:
Offerors must submit a list of names or other related
information as needed, pursuant to Section 01 of Standard
Instructions 2006.
TRADE AGREEMENTS:
¨ The requirement is subject to the provision of the Agreement
on Internal Trade (AIT)¨
DELAY:
The National Defence representative will place the orders at
least fourty-eight (48) hours before delivery date.
EMERGENCY SERVICES:
At all times during the period of the Standing Offer, when
'Urgent' requests are made, the offeror (s) will commit to
supplying the goods within twenty-four (24) hours following
receipt of an order.
SPECIAL INSTRUCTIONS:
Back orders:
No substitute product will be accepted without prior
authorization of the National Defence representative.
Billing:
Take note that the delivery address will have to appear on every
invoice, to allow the identification of each kitchen / site.
