Maintenance, Security and Access Services – Valcartier Research Station
Explanation of what an ACAN is:
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award.
Project description:
Natural Resources Canada wishes to make a contract for security, access and maintenance of buildings and roads of its research station, based on Valcartier Garrison. The supplier will be assigned the following tasks:
- Guarding and surveillance of the site
- Grounds and roads maintenance
- Cleaning services for some buildings
- Reporting on activities of the research station to the Regional Head Facilities
Estimated cost of the proposed contract: Firm contract for 7 months for a total amount of 8400.00$ plus option to extend the contract for a maximum of twelve additional one-month period, for a total amount of 22 800.00$, applicable taxes extra.
Applicable trade agreements:
Based on the value, this contract is not subject to any fair trade agreement.
Period of contract and delivery date:
Contract will be from November 1st 2013 to May 31, 2014, plus one year option.

Justification for exclusive supplier:
Since the proposed supplier lives a few steps away from the installations of the research station, he is at this moment the only one capable to provide immediate access to the site and surveillance 24/7 when required. This insures immediate action in case of power outage or other technical problem.
In addition, no other supplier offers all the services offered by Mr. Bruneau, which include snow removal, landscaping, cleaning services and surveillance, in addition to be available as and when requested, no matter time and day.
Suppliers' right to submit a statement of capabilities:
Suppliers who consider themselves fully qualified and available to provide the services and/or goods described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
