ADVANCE CONTRACT AWARD NOTICE (ACAN)
1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
2. Definition of Requirements
Background:
Natural Resources Canada (NRCan) was required to provide detailed energy end-use analysis to support policy development and program delivery. To track the evolution of market trends in energy, energy efficiency and their impacts on GHG emissions, the Office of Energy Efficiency (OEE) created five Energy End-Use Models. These models were later converted to the whatIf? software to simplify data manipulations and to improve the quality of the analysis.
Scope:
On an “as and when requested” basis, the contractor will provide upgrades, maintenance, client support on the WhatIf? software and database related to the five converted Energy End-Use Models.
3. Criteria for Assessment of the Statement of Capabilities
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
Has authorized access to whatIf? software source code.
Has previously provided WhatIf? software upgrades, technical support and maintenance;
Has worked on the WhatIf? software converted Energy End-Use Models.

5. Justification for the Pre-Identified Supplier
We intend to deal directly with the supplier mentioned in section 10 below as it is the only known supplier that meets the mandatory criteria set out in section 3 above as well as provide the services described in section 2.
