ACAN Explanation
An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award to the pre-identified supplier.
All responses or inquiries are to be submitted to the
Procurement officer identified above. The PWGSC file number, the
Procurement officer's name and the closing date of the ACAN must
appear on the outside of the envelope in block letters or, in
the case of a facsimile transmission, on the covering page
Definition of Requirement:
The Department of Fisheries and Oceans (DFO) has a requirement
for the supply of a BASICS Radio Relay (RoIP), Model number
68564 or equivalent with Activating Voice Ports 3 and 4 or
equivalent, PEP TCP Acceleration or equivalent including
standard IP router and standard right to use software license
for interfacing between four rural Lake Winnipeg radio tower
sites to Sarnia.
The specific objective of these equipment is to establish
digital services between the four tower sites and Sarnia by
permitting interfacing 3 and 4 wire full duplex radio connection
and Ethernet pass through over the bandwidth available on 2
dial-up phone lines using modems. Currently these four tower
sites are connected with analogue 4 wire Earth & Magneto (E&M)
circuits to Thunder Bay. However, DFO must close their Thunder
Bay location and bring those tower circuits to Sarnia. By doing
so, DFO must connect to a new Communications Control System that
is being installed across Canada that is different than the
current analogue system at Thunder Bay. The client has stated
that there is no other device in the market that can perform the
functions that they require on the limited bandwidth of dail-up
phone lines other than the Vocality Radio Relay.
Criteria for Assessment of the Statement of Capabilities:
Any interested supplier must demonstrate by way of a statement
of capabilities that its product meets the following
requirements:
1. Must have G.723.1 (5.3/6.3kbps MP-MLQ) compression algorithm
for encoding/decoding to achieve very low bandwidth operation
needed to permit operation developed over two dial-up analogue
(POTS) telephone lines.
2. The audio input and output levels must be digitally
controlled and have an approximate range from -20dBm to +10dBm
in 1dB steps.
3. Must encode/decode up to four duplex audio and control
circuits connected to remote two-way communications transceivers
and route Ethernet end to end while operating using one
asynchronous data circuit of less than 57.6kbps and could be as
low as 38.4kbps.
4. Must operate in a peer to peer fashion using IP connections
(Ethernet).
5. Connections to the radio communications equipment at each end
must consist of at least four 4-wire balanced 600 ohm impedance
audio (Transmit and Receive) and signaling to control the PTT
(Push To Talk) and the Squelch or COR (Carrier Operated Relay).
6. The connections to the radio equipment must use RJ45 type
connections.
7. Must be capable of full duplex and half duplex operation.
8. E&M circuits for PTT and COR
9. Edge router functionality
10. Must be capable of operating over circuits with delays such
as satellite.
11. Optional IPSec encryption capabilities.
12. Serial RS232 local programming port.
13. Each end must consist of one stand-alone device/enclosure of
not more than 1 rack unit of height (1.75").
14. Must have Transmission Control Protocol (TCP) acceleration
ability.
15. Mean Time Between Failures (MTBF) of greater than 150,000
hours.
16. Must be supplied with 115VAC nominal input power supply
adapters if DC powered.
Applicability of the Trade Agreement(s) to the procurement:
The procurement is subject to the following Trade Agreements:
Agreement on Internal Trade (AIT), and North American Free Trade
Agreement (NAFTA).
Justification for the Pre-Identified Supplier:
Vocality Inc, Herndon, Virginia, is the only known manufacturer
of a Radio Relay device that can compress the voice radio
channels down to the low bandwidth data stream that would work
over analogue modems on dail-up phone lines and meet the above
mentioned specifications. There are no other solutions to the
bandwidth issue. it is for this reason and reasons of
compatibility it is intended to negotiate this contract with
Vocality Inc, the original equipment manufacturer.

Single sourcing applies under the following:
- GCR. Section 6d): Only one person is capable of performing the
contract.
- AIT, Article 506.12 b): Where there is an absence of
competition for technical reasons and the goods or services can
be supplied only by a particular supplier and no alternative
substitute exists.
- NAFTA, Article 1016.2 b): Where, for works of art, or for
reasons connected with the protection of patents, copyrights or
other exclusive rights, or proprietary information or where
there is an absence of competition for technical reasons, the
goods or services can be supplied only by a particular supplier
and no reasonable alternative or substitute exists.

The Contractor must deliver the licensed software solution and
the documentation and all required methodologies no later than
December 31, 2013.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.
The Crown retains the right to negotiate with suppliers on any
procurement.
