Description of the requirement:
Title: Application Portfolio Management Program
The department of Human Resource and Skills Development Canada needs to drive down the costs of application maintenance and to identify key investments to modernize it’s application portfolio. The department plans to do this through the formalization of an Application Portfolio Management program (APM) integrated into existing governance and investment management structures.
Many of the primary services offered by the Department today came into existence over 40 years ago. The Department’s antecedents were among the early adopters of computer technology. Since then, legislative and organizational changes have been extensive and profound and have resulted in a myriad of system developments, migrations and upgrades that were often implemented in the most expedient manner. While these systems maintained the services that the Department was mandated to offer the resulting application landscape is one which in many instances has not kept pace with technological change and which is becoming increasingly expensive to maintain and operate.
To meet the technological challenges faced by the department, IITB launched an APM program. We have inventoried our application base, collected key technical, business value and cost information, have assessed the information collected to date and have identified preliminary investment opportunities.
Key Deliverables: Develop an APM program and a multi-year APM Plan
Develop an APM program, (including but not limited to: describe the methodology, framework, skills, processes, tools, assessment model, performance measurement, governance and other requirements). Recommend a benefits realization approach that can be applied to individual projects/items/applications within the program. Identify the roles and responsibilities of stakeholders as well as the required organizational capacity.
Based on industry best practices provide guidance on how the department could implement the program to develop a multi-year APM plan. How best to integrate APM processes with existing departmental investment management and governance processes. Identify what the deliverables will be and when they will be delivered in the process. Factor in the mentoring and knowledge transfer to team members. Develop a communication and change management plan, identify key APM messages for various stakeholders to raise awareness, explain how program and service delivery areas stand to benefit, provide guidance on how to bring about change in thought or behavior, reinforce key ideas of focus and increase engagement. Identify appropriate communication outlets and timing considerations to have the greatest impact. Identify program risks and means to mitigate.
Proposed period of contract:
The proposed period of contract shall be from date of Contract Award to March 31, 2014, plus three (3) option periods of one-year in duration.
