TITLE: Rotor-Gene Q 5plex
Public Works and Government Services Canada (PWGSC), on behalf
of the Public Health Agency of Canada, intends to negotiate with
Qiagen Inc. for the provision of the following:
The supply of one Rotor-Gene Q 5plex HRM real-time PCR cycler.
This system must be complete with High Resolution Melt (HRM)
analyzer with 5 channels plus HRM channel, laptop computer,
software, accessories, installation and training, FOB
Destination, Montreal, Quebec by March 30th, 2013.
Acting as an external reference centre for the National
Microbiology Laboratory, the National Reference Centre for
Parasitology (NRCP) conducts rare and unique testing for the
diagnosis, surveillance, and control of unusual parasitic
agents, with the objective to reduce morbidity and mortality in
Canadians. The equipment being requested is to provide real
time PCR detection of American and African Trypanosomiasis,
leishmaniasis, filarial, malaria and other parasitic diseases.
The equipment required is essential for the timely and accurate
species-specific detection of the parasitic agents under
investigation (e.g., malaria, leishmania, filarial). These are
diagnostic tests and patient management/treatment is informed by
the results. As such it is important that the testing performed
is accurate and that results are available in a timely fashion.
To address the expansion of applications and enable NRCP to
achieve its diagnostic and public health surveillance mandate, a
tube cycler is required to perform this testing.
The system must have the following mandatory performance
criteria to address NRCP's needs and mandate:
Provide high resolution melt (HRM) capability to detect a
variety of genus parasites (e.g., leishmania) which have several
species.
Tube cycler technology able to ensure that the temperature
uniformity variation between samples is below ±0.02°C (i.e.,
well-to-well temperature variation).
Provide peak ramp rate (air) of 15°C/second heating and
>20°C/second cooling.
Provide six separate channels to support muco-cutanuous
leishmania testing.
Accommodate different volumes and multiple throughput
capabilities. This flexibility is very important for the number
of tests and diseases performed at the NRCP.
Provide temperature range between ambient and 99°C with a
temperature calibration time of zero seconds.
Perform fast cycling without compromising performance run times
(i.e, provide results in as little as 39 minutes) using the HRM
application.
Provide thermal and optical uniformity of results in sensitive,
precise, and fast real-time PCR analysis through tube cycler
technology. This allows the tube to spin in a chamber of moving
air, keeping all samples at precisely the same temperature
during the fast thermal cycling, therefore eliminating
sample-to-sample variations and edge-effects.
Perform up to 100 samples in a ROTOR DISC.
Offer a full audit trail to document testing and support the
future implementation of a quality management system.
Able to create new excitation detection wave length combinations
in order to flexibly support testing with alternate dye
technologies.
Provide data analysis software. Final reporting of data from
automated analysis or user defined analysis must be provided.
Raw data must be exportable for validation purposes.
Ship with a computer for operations and data export and must
enable operations in unattended, continuous operation with fully
automated reagent delivery, incubation, detection, and data
collection.
Owing to space limitations, the system cannot exceed 15 in width
by 11 in height by 17 in depth and cannot not exceed 35 lbs to
enable placement on a small, fixed laboratory bench.
Must be delivered on or before March 28, 2013
Qiagen Inc. has been identified as the sole vendor that achieves
all of the Mandatory Performance Criteria outlined above.
Qiagen is in a unique position to fulfill this requirement, as
they are the owner/manufacturer and sole supplier of Rotor-Gene
Q 5plex HRM platform and its consumables in the United States
and Canada. Based on the above, the Crown intends to negotiate
a contract with Qiagen on a sole source basis.

supplier (person or firm) is capable of performing the contract.
Article 506.12(b) of AIT, and Article 1016: Limited Tendering
Procedures of NAFTA are applicable as this requirement can be
fulfilled by only one supplier.
Estimated Cost: $40,000.00 - $42,000.00 (GST not included)
Delivery Date: Above-mentioned
You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.
An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
