1. Advance Contract Award Notice (ACAN)
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

5. Justification for the Pre-Identified Supplier
Survey methodology is getting increasingly more complex technically. Professor Rao‘s expertise and deep knowledge base enables him to provide practical solutions to some of the more difficult problems currently faced by methodologists. One of Professor Rao’s domains of expertise is small area estimation: he has published a widely read text on the subject published by Wiley-Interscience under the title “Small Area Estimation”. Consultations with Professor Rao on the subject have been extremely useful in building a small area prototype. As the prototype is still being expanded, it is expected that future cooperation with Professor Rao will be very fruitful.
Professor Rao also cooperates with methodologists who carry out methodological research. His cooperation is very useful, and has resulted in a number of articles jointly co-authored with methodologists that have been published in high class statistical journals.
Professor Rao’s has obtained a PhD in Statistics with a concentration in survey sampling. In addition to his education, he is credited with 250+ published papers which have made him one of the world’s leading experts in sampling. His published papers are heavily referenced in others’ works and the ideas generated in these papers are applied at Statistics Canada.
