ADVANCE CONTRACT AWARD NOTICE (ACAN)
An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, during the fifteen calendar day posting period, a statement of capabilities that meet the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.
If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

TITLE:
Re-Calibration of the Schmid & Partner Engineering AG (SPEAG) cSAR3D Vector Array Fast SAR Measurement System.
BACKGROUND:
The cSAR3D Vector Array Fast SAR Measurement System was purchased in FY 2015-2016 under contract# U4030163802. The fast SAR measurement system is an integral part of our Market Surveillance program allowing the Certification and Engineering Bureau to perform pre-compliance testing with greatly shortened evaluation times therefore increasing the investigative capabilities and productivity of the SAR laboratory. The system also provides a system that is 100% compatible with the Bureaus full SAR measurements system, the SPEAG DASY 52 SAR Measurement system.
REQUIREMENTS/RESULTS:
The department of Innovation, Science and Economic Development Canada requires re-calibration services for the following system components of the cSAR3D Vector Array Fast SAR Measurement System.
- cSAR3D Flat – SN: 4021, Asset Number 964390
- cSAR3D Head, Left Side, SN: 7120, Asset Number 964391
- cSAR3D Head, Right Side – SN: 8120, Asset Number 964392
- Broadband Antenna – Model: ANT – SN: 1036, Asset Number 964393
- Modulation and Audio Interference Analyser, Model: MAIA – SN: 1023, Asset Number 964394
The services will be required for recalibration of the system and associated components for fiscal year 2016-2017.
In order to maintain the testing, data integrity, accuracy, reliability and reproducibility of the measurements results produced by the fast SAR system, annual calibration is required to verify operation and to characterize the system components to account for any system offsets that may have occurred during normal operation.
SCOPE OF WORK AND DELIVERABLES:
The cSAR3D Vector Array Fast SAR Measurement System will be calibrated by SPEAG, the manufacturer of the fast SAR system on a mutually agreed upon date with all calibration services, invoices, return of equipment and calibration certificates to be delivered by/ before March 31, 2017. The system cannot be calibrated by another calibration laboratory due to proprietary rights of the system and associated software components. Calibration will be carried out by an ISO 17025 accredited calibration laboratory and will include the following;
-Calibration of the cSAR3Ds sensors dynamic response using the Sensor Model Calibration Method. This will provide specific calibration parameters to enable SAR measurements for the list of communication systems outlined in Appendix A.
-Calibration of the cSAR3Ds sensors sensitivity.
-Validation using standardized dipoles that have been fully characterized using a standardized full SAR measurement system.
-Verification of the ANT and MAIA to ensure the components are operating within the manufacturer’s tolerance for the communication systems outlined in Appendix A.
-Calibration parameters will be provided in the calibration files that will be imported into the measurement software once calibration has been completed.
-A list of uncertainties that will cover all system parameters.
-Calibration will be valid across the dynamic frequency range of the system from 690MHz to 6000MHz.
The cSAR3D system will be returned from SPEAG fully calibrated as specified in section 4.0 using the customized shipping containers provided to SPEAG by the Bureau. The shipping containers have been customized to fit each system component outlined in section 1.0 to protect the system components during shipping.
A complete list of calibration files will be provided on a transferable media such as DVD or USB thumb drive.
A calibration certificate and associated documentation will be provided to the Bureau documenting all work that has been carried out by the accredited calibration laboratory on the said system components including the measurement uncertainty associated with each measurement performed.
