An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Boards electronic bidding authorities. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, then the contracting authority will proceed to a full tendering process.

1. Requirement Definition

Restoration of a 19th and 20th century Historic Artillery

2. Description of the work:

• Formulate and execute a preparation process by which the gun is cleaned and then assessed for part replacement and/or fabrication according to existing manufacturer schematics, in keeping with conditioning the gun for operational use.
• Fabricate and install required parts to operational tensile strength as required in the period media (ie. steel, iron, brass, etc).
• Inspect the bore and in consultation with Agency subject matter specialists, either ream the iron to sub-calibre specification and/or sleeve the existing iron with steel for firing.
• Restore through repair or reconstruction, the firing mechanism (including breach, firing handle, pins, etc.) to a safe and operational condition.
• Assess and restore through repair or reconstruction the sea service pedestal carriage and base mounting plate to a safe and operational condition.
• In consultation with Agency subject matter specialists, select a firing media of sub-calibre design (ie. 40mm Bofors, 37mm Bofors or Oerlikon etc.) to be used for the ammunition and operation of the piece following restoration.
• Assess and through repair or reconstruction restore all brass/bronze features to the gun’s frame, trunnions and parts of the mounting.
• Mount the restored gun to the restored carriage for transport and utilization on site.
• Following restoration, coat the iron/steel facings with a ceramic surfacing compound and then paint to historic colour scheme.
• Proof the gun following restoration with a variety of black powder loads per Parks Canada requirements to determine safe propellant weight range for demonstration.
• In consultation with Agency subject matter specialists, proof the gun following restoration with a shotted-round to test pressure tolerances in the breach and bore and to demonstrate structural safety of the piece.
• In a schedule to be mutually agreed upon, allow periodic on-site inspections and situation reports of the restoration process by Agency subject matter specialists.
• Complete the work as determined by the contract, on or before the deadline agreed upon.
• In consultation with Agency subject matter specialists ensure, where necessary, that original parts and materials are used in the restoration process, where original parts are missing or deteriorated beyond repair ensure replacement parts meet all modern specifications and standards.

Minimum Qualifications and Experience

• Must have in-depth, current knowledge (within the past 5 years) of the restoration of 19th and 20th century historic artillery designed for use with both black powder and smokeless powder propellants that Meet with parks Canada’s technical standards.
• Must have proven experience in the fabrication of and machining of steel, iron and brass related to the restoration and/or construction of historic weaponry to safe operational capacity for historically accurate restoration of a weapon to an operational standard for firing.
• Must have the ability to cast brass/bronze for the replication of parts to Parks Canada’s historical standard of strength, safety and accuracy.
• Must have the ability to proof the weapon with a shotted-service charge cartridge upon completion of restoration to demonstrate structural safety of the piece.
• Required to complete project on or before March 31st, 2014.
• Must demonstrate that it has successfully worked on and completed similar projects with Parks Canada in the past two years.
• MUST DEMONSTRATE THROUGH ON-SITE INSPECTION FROM PARKS CANADA AGENTS THAT THE WORKSHOP/FABRICATION SITE AND EMPLOYED METHODOLOGY COMMENSURATE WITH THE PROJECT’S GOALS AND STANDARDS

4. Contract Period

Work will begin immediately upon award of contract with a completion date of March 31, 2014.

5. Estimated Value

The estimated value of this work is $35,000.00

6. Exemption to the Government Contract Regulations

Part 1, Section 6(d) of the Government Contract Regulations is being invoked in this procurement as only one known person or firm is capable of performing the contract.

9. Submission of Statement of Capabilities

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the Contracting Officer identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements. Statement of capabilities received after the mentioned delay will not be considered.

The Agency File Number, the Contracting officer’s name and the closing date of the ACAN must appear on the outside of the envelope or, in the case of a facsimile transmission, on the covering page.

Responses received on or before the closing date will be considered solely for the purpose of deciding whether or not to conduct a competitive procurement. Information provided will be used by the Crown for technical evaluation purposes only and will not be construed as a proposal. Your written response must provide sufficient evidence that clearly demonstrates that your service is capable of fulfilling this requirement.

Suppliers that have submitted a response will be notified in writing of Department’s decision whether to continue with the aforementioned procurement or to complete the requirement.
