Scope of Required Services
The scope of work for each project will vary. The Consultant could be requested to fulfil deliverables on several components, or only one.
It is anticipated that the majority of the work will involve the development of components for strategies to bring federally-owned properties to market and/or for development, under the most favourable terms achievable.
Examples of anticipated assignments include:
- Identifying the requirements, challenges and opportunities;
- Gathering/collection of data (market research);
- Highest and best use analyses;
- Project feasibility analyses;
- Site development potential analyses;
- Financial projections (including net present value comparative analyses) and the elaboration of options and indicative cost estimates analyses;
- Developing and executing procurement, solicitation and negotiation strategies;
- Carrying out directed negotiations for real property transactions on behalf of the NCC;
- Submission or proposal evaluation services;
- Writing comprehensive, empirically-supported professional reports, making valuable recommendations;
- Media Relations/Coordination
These could be simple, narrow-scope studies and reports while others are expected to be complex, requiring specialized skills and a proven, established network, necessary to access the relevant information and resources required to make the work valid.
The Consultant will be provided with Terms of Reference defining project background, objectives, the scope of work and expected deliverables for each individual project.
