In 2014, the Government of Canada passed legislation to consolidate the provision of support services to eleven (11) administrative tribunals and one (1) council, the National Joint Council (NJC)*, by way of a single, integrated organization - the Administrative Tribunals Support Service of Canada (ATSSC). The ATSSC was established by the Administrative Tribunals Support Service of Canada Act and came into force on November 1, 2014.
The ATSSC requires suppliers that are capable of providing English-to-French and French-to-English translation, and comparative bilingual revision. The majority of the business volume is legal text. The ATSSC requires timely and accurate translations in the context of the legislation of multiple Tribunals.
PWGSC on behalf of Administrative Tribunals Support Services of Canada (ATSSC) is releasing this RFI to seek input on the possible procurement of Translation and Comparative Bilingual Revision Services.
This RFI engagement activity will provide suppliers with the opportunity to present their capabilities and considerations regarding Canada’s requirements for the ATSSC Translation and Comparative Bilingual Revision Services proposed procurement.
One objective of the RFI is to engage industry in the refinement of the requirements. Responses received during this RFI process may be used by Canada to determine changes that should be included that will meet its needs and be consistent with industry practices. Therefore, the Translation and Comparative Bilingual Revision Services requirements may be revised pending the information gathered by Canada during this RFI process.
Only suppliers who respond to this RFI process in writing may also register to participate in a one-on-one meeting to present their response to the ATSSC and PWGSC representatives. For more information on how to register refer to the RFI document.
Suppliers are invited to submit a reply to the RFI that addresses each of the topics identified in Annex A, Industry Engagement Questions.
This RFI is not a bid solicitation and does not constitute a commitment, implied or otherwise, that the Government of Canada will take procurement action in this matter. The issuance of the RFI does not create an obligation for Canada to issue a subsequent RFP, and does not bind Canada legally or otherwise, to enter into any agreement or to accept any suggestions from suppliers. Canada reserves the right to accept or reject any or all comments received.
Further, the Government of Canada will not be responsible for any cost incurred by suppliers in furnishing responses to this RFI.
