Nature of Requirements:
1. DEFINITION OF REQUIREMENTS:
The Department of National Defence - Mapping and Charting
Establishment (MCE) intends to solicit a bid and negotiate with
Syntell, Inc. to promulgate a Contract for proprietary
information technology to be used as the Task and Production
Management System (TPMS) on the MCE Local Area Network (LAN) and
in the Canadian Forces Geospatial Information Gateway (CFGiG).
Services and training will be provided on an as and when
requested basis..
Products and services offered consist of proprietary development
services and online IT data services.
2. TRADE AGREEMENTS:
This requirement is subject to limited tendering procedures in
accordance with AIT, Article 506 12(a) exclusive rights and in
accordance with WTO, Article XV.1(b) exclusive rights and
excluded from NAFTA under classification D317B, Automated News
Services, Data Services, or Other Information Services. This
requirement is not subject to CLCA because no procurement is
conducted in the area of land claims.
3. SOLE SOURCE JUSTIFICATION:
The proposed Contractor is the sole owner of the Syntell, Inc
network development services and their contents. Syntell, Inc.
is the only authorized agent to sell their services in Canada.

4. INTELLECTUAL PROPERTY
There is no Intellectual Property created as a result of the
contract.
5. PROPOSED CONTRACT PERIOD:
06 January 2014 to 05 January 2015.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.
Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
