1. Advance Contract Award Notice (ACAN)

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

2. Definition of the requirement

The National Research Council Canada (NRC) has a requirement for the supply of a commercial off the shelf stereo view high volume precipitation probe with a hermetically sealed instrument canister, including all hardware and software, accessories and peripherals, cabling and components, manuals and technical documents, and a 1 year warranty including maintenance and support services. The NRC conducts lengthy flight projects with the Convair-580 research aircraft. The NRC requires the probe in the flight projects to measure atmospheric precipitation particles, and to seamlessly integrate with the Convair-580 research aircraft system.

3. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:

Must include a stereo view high volume precipitation probe with a hermetically sealed instrument canister that meets all of the following specifications:

(i) The probe must provide single particle 2-axis (horizontal and vertical) imaging with a minimum range of 50micron to 2cm. The imaging data throughput must be at least 20,000 particles per second.
(ii) The probe must have 2 resolution channels for horizontal and vertical imaging of single cloud particles. The resolution channels must be 50micron for smaller particles and 150micron for larger particles.
(iii) The probe must operate in flight at an altitude of up to 30,000ft, at low pressure and subzero temperature environments.
(iv) The probe must have a tight sealed airborne canister for low pressure operation.
(v) The hermetically sealed instrument canister must have wiring, an aerodynamic trailing cone, and an empty canister dome.
(vi) The probe must have a rack mounted computer with recording and viewing software. The software must enable exporting the recording and viewing data.
(vii) The probe must have a 2m ground test cable, and 28VDC ground test power supply.
(viii) The probe must be a commercial off the shelf product.
(ix) The probe must be integrated on the NRC Convair-580 aircraft 4-PMS canister pylon with existing connectors and cabling.
